Perceived low quality of graduates Inadequate staff development programmes Irrelevant teaching methodologies Irrelevant curricular offerings Cultural obstacles to public education in some parts of the country - dress code, class organisation, gender bias among others

PLANNED IMPACT AND POSSIBLE RISKS
Enhanced access to quality education through improved needs based resource allocation and a mix of context specific incentives Ensure minimum variation of coverage in basic education through targeted support to States and LGEAs with critical needs Improve quality of education service provision through provision of requisite teaching learning resources, continuous professional development of teachers, cluster resource sharing- Education resource centres and similar outfits Lack of political commitment at all levels of governance - high level advocacy and sensitization Poor management practices – weak accountability and transparency –encourage community and other stakeholder participation through adequate sensitization and empowerment Weak capacity-institutionalise continuous professional development of education personnel, provide adequate working facilities
