Stating the Problem Recognize how much your audience already knows about the issue Give relevant background information Use statistics, examples, anecdotes and/or visuals to put the problem in context

Proposing a Solution Some solutions will need more explanation than others You must use evidence to demonstrate that your solution will work- facts, examples, anecdotes Is your solution feasible (practical)? What are intended and unintended consequences? Who might object and why?

Introduction Letter Who are you? What is the problem you are addressing? What is your proposed solution? Why go to this person/group? What do you want them to do specifically?
