3 The Rise of the Ku Klux Klan
As Reconstruction allowed African Americans to vote, some whites wanted to limit that right. The Ku Klux Klan was formed as a Confederate social club in 1865, and would spread violence throughout the South. African Americans were lynched, burned at the stake, and beaten for attempting to vote. The KKK tried to restore the Democratic Party in the South. Enforcement Acts are passed to try and limit the influence of KKK, but they did not curtail all of the activities.

4 The Grant Presidency Grant was known as a “passive president”
Hiring his friends, they turned out to be corrupt. Whiskey Ring, 1875 Bribes taken from shipbuilders and railroad executives. Plagued with scandal, he would face opposition from his own party in Winning the election, he would face economic crisis.

5 Panic of 1873 Over speculation in railroads led to the panic in 1873.
When industrialists could not pay back their loans, the banks collapsed, and a 5 year recession took hold. 3 million people were out of work, and the focus moved to the economy instead of the South.

6 The Courts hurt Reconstruction
Slaughterhouse cases in weakened the 14th amendment. Limited Civil Rights to the national level, not the state level. US v Cruikshank- The federal government did not have the right to prosecute whites committing violence against blacks. National issues dominated the headlines, and reconstruction in the South began to fade.

7 Reemerging Democrats and the Compromise of 1877
Democrats begin regaining seats as Southerners have the right to vote once again. Rutherford B Hayes runs against Sam Tilden. Tilden won the popular vote, but neither candidate had the electoral votes to win since several states were contested. Supreme Court (led by Republicans) named Hayes the winner. He had to convince Democrats in Congress to support him, so he signed the Compromise of 1877, removing troops from the South and ending Reconstruction.

8 Impacts? Court Rulings led to limited adherence to the 14th and 15th amendment. The Klan would expand throughout the South, terrorizing African Americans trying to vote. As the Democrats created “Home Rule” they instituted Jim Crow laws limiting the rights of African Americans.
