Revised Mandate of the WG – published Leadership and supervision on Quality management as a whole, including CoP and QUAL Prepare DIME / ESSC decision on quality Vision 2020 Supporting Framework Report from the QUAL Steering Committee: first meeting on 10/11/2016 – to focus now on the Coordination (Action 1) of the Vision 2020, in support of the work of the High-level Group on Quality / generalization of the ES CoP Actions 2 and 3: in cooperation with DIGICOM, externalized

Certification of products/processes: case studies of MS Was discussed in the high-level workshop on quality which took place in February 2016 No need to have a new certification mechanism for products at EU level But call to exchange experience in the context of WG Certification of products, processes, QMS as a whole, products produced by ONAs

ISO, including based on market, opinion and social research specific standards Provide good input for QUAL action 3: conceptual elements for quality framework in the ESS

Amended Regulation 223/2009: National guidelines Updated inventory of national quality guidelines – final results presented. Majority of MS have or intend to have national guidelines Development of national quality guidelines: case study of Statistics Denmark, sharing experiences and the lessons learned:

CoP translated into 21 guidelines, self-assessment by ONAs in 2016 Importance to well formulate the questions of the Self- assessment, professional independence as key issue, some ONAs might not have an infrastructure with more one off production Overall conclusion on National Guidelines: crucial tool to strengthen coordination within NSS, in a context where coordination is considered to be reinforced in the CoP

Survey on regionalized and decentralized national statistical systems – final results presented, linking them to the ESGAB Annual Report 2015: MS invited to continue to update list of ONAs as appropriate Inform Eurostat in case of changes to MS's institutional structure MS role re ESGAB recommendations 15 and 16 of (MS to adopt strong leadership role and effective coordination procedure / provide sufficient resources for training and awareness-raising on the CoP)

ESS work on standardization Update on the process, follow-up of the results of the consultation of the Quality WG members ESSC February 2017: SIMS and ESS Handbook for quality reports as standards New ESS Handbook on Quality and Metadata Reporting Presentation of the revision project, planning, main milestones: objective in 2017, align to SIMS 2,0, streamline Presentation on the implementation of quality indicators in STS

ESS.VIP.ADMIN: ESSNet on Quality in Multi- source Statistics State-of-play of the project, next steps Advanced ESTP training course on Quality Reporting in 2017 Following the success of the November 2016 training course, 2 courses have been planned for 2017, next one March/ a few places left. Quality conference 2018 Grant agreement signed since the WG meeting – the conference will take place in Poland

Vision 2020 Action 1 on coordinating quality in the Vision Implementation Portfolio launched – with the QUAL Steering Committee Action 2 (SWOT analysis, Q profiles & stakeholder analysis and interaction) and Action 3 (Q for the institutions as a whole) taken forward in collaboration with DIGICOM, in the form of public procurements All 3 actions serve as an input to the work of the High-level Group on Quality

Already disseminated by a couple of MS, other countries, ECB With regard to labelling, Eurostat' approach policy on Experimental data / R&D in official statistics Data with lower level of maturity, 'beta-version' Main purpose: to experiment, seek user feedback, but also to serve our users

The entirety of the ES Code of Practice is not covered – they are not European Statistics Communication: crucial, clear distinction needed to avoid risk of misunderstanding Proposal of linking the national and Eurostat initiatives in an ESS platform
