German Development Cooperation in Social Protection – a snapshot
current total volume: 105 Mio. Euro activities in 15 countries in Africa, Asia and Latin America basic social protection: two big programs (financial cooperation) in Zimbabwe and El Salvador 2009/2010 regional focus on activities in Asia Currently, our activities in social protection sum up to around 105 Mio. Euro. These activities take place in Africa, Asia and Latin America in about 15 countries. Volume-wise Zimbabwe (18 Mio. Euro) and El Salvador (24 Mio. Euro) peak out financial cooperation in the field of basic social protection. Zimbabwe: improving living conditions of orphans and vulnerable children (OVC) through better access to basic social services (in particular education), UNICEF program implemented by NGOs However, activity-wise Asia is much more dominant in the German social protection portfolio, currently and in the coming year. This is due to high demand from partner countries and German policy framework for Asia (economic AND SOCIAL development). Planned activities 2010: Bangladesh “innovative mechanisms for health financing” (4 Mio. EURO) Mongolia “Support for reform of social health insurance” (1 Mio. EURO) India “social protection in the informal sector” (5,5 Mio. EURO) Indonesia “systemic reform of social protection” (2 Mio. Euro) Vietnam “ poverty reduction through basic social protection and social insurance” (2 Mio. EURO) Peru “reform of social programs” (35 Mio. Euro)

Basic Social Protection
policy advice, capacity development, social infrastructure, social cash transfers addressing most vulnerable not reached by prevention-focused systems of risk management conditional cash transfers also increase health and education outcomes German support on policy advice, capacity development, related social infrastructure and to very limited extent to finance social cash transfers (e.g. for scale-up) We address supply and demand side at the same time: there must be functioning rural health centers if cash-transfers are conditioned to regular health check ups of children. - addresses the most vulnerable (e.g. children (HIV/AIDS orphans) extremely poor, disabled) not reached by prevention-focused systems of risk management - conditional cash transfers also increase health and education outcomes Current country examples: El Salvador, Indonesia, Vietnam, Cambodia

Microinsurance addressing informal sector by integrating microinsurance in coherent social protection system covering various risks (e.g. health, flood) PPPs with Allianz, Munich Re and local private sector LeapFrog Micorinsurance Fund Main focus Support microinsurance schemes through capacity development of microinsurance institutions Integrate microinsurance into coherent social protection systems Identify needs, demand and capacity to pay of poor population for insurance products Support of reinsurance facilities Examples of cooperation & activities Microinsurance Network (MIN): good and best practice studies, Donor Guidelines, development of training tools for capacity development PPPs with Allianz, Munich Re and local partners Investment in world’s first microinsurance fund LeapFrog: 11 Mio. EURO in Africa, 6 Mio. EURO in Asia Country examples: India, Indonesia, Philippines, Tanzania

Social Policy and Systemic Consultancy on Establishment, Reform and Monitoring of Social Protection trend towards more systemic approach sustainability, universal access, covering various risks, overcoming fragmentation reform and extension of existing systems of social protection (e.g. India, Indonesia, Vietnam) Country examples India: Karnataka: advice on how to increase efficiency of social protection provision (focus on microinsurance); national-wide: extending social health coverage to poor population Indonesia: support to design of road map for social protection reform including advisory on coverage of informal sector, access to health, old-age protection; increasing efficiency of basic social protection programs; bringing together involved sector ministries (finance, social welfare, health, planning) for coherent social protection approach Vietnam: support to formulation of national social protection strategy; advice on basic social protection, in particular payment mechanisms,

legal basis: UN-Convention on Rights of Persons with Disabilities (Germany ratified in March 2009) promoting inclusive development: Inclusive emergency assistance and reconstruction of Haiti Round Table of state and non-state actors in “disability and development” Implementation of UN-Convention on Rights of Persons with Disabilities Article 32: “Ensuring that international cooperation, including international development programmes, is inclusive of and accessible to persons with disabilities”. Promoting inclusive development and rights-based approach by using twin-track approach: specific actions taken for people with disabilities and fight against structural inequalities Cooperation with NGOs/DPOs “Making PRSP Inclusive” in cooperation with Handicap International and CBM Strengthen local DPOs (Disabled Peoples Organisations) Country examples Bangladesh: study on how to implement rights-based approach in cooperation with and for personsn with disabilities Chile: supporting inclusive early education

strategic partnership with HelpAge International in Sub-Sahara Africa HelpAge International Tansania: technical support for development of National Social Protection Framework, feasibility study on universal social pensions Kenia: technical support in design, implementation, monitoring & evaluation of older person’s cash transfer programme; creating evidence on feasibility, affordability of national social pensions; support development and costing of National Social Protection Framework as it relates to older people and their families Tools: Policy advice, capacity development, TA and FA on social and contributory pension systems Country examples : Namibia, Indonesia, Sub-Sahara Africa
