5. German Development Cooperation in Social Protection – a snapshot
current total volume: 105 Mio. Euro
activities in 15 countries in Africa, Asia and Latin America
basic social protection: two big programs (financial cooperation) in Zimbabwe and El Salvador
2009/2010 regional focus on activities in Asia
Currently, our activities in social protection sum up to around 105 Mio. Euro.
These activities take place in Africa, Asia and Latin America in about 15 countries.
Volume-wise Zimbabwe (18 Mio. Euro) and El Salvador (24 Mio. Euro) peak out  financial cooperation in the field of basic social protection.
Zimbabwe: improving living conditions of orphans and vulnerable children (OVC) through better access to basic social services (in particular education), UNICEF program implemented by NGOs
However, activity-wise Asia is much more dominant in the German social protection portfolio, currently and in the coming year. This is due to high demand from partner countries and German policy framework for Asia (economic AND SOCIAL development).
Planned activities 2010:
Bangladesh “innovative mechanisms for health financing” (4 Mio. EURO)
Mongolia “Support for reform of social health insurance” (1 Mio. EURO)
India “social protection in the informal sector” (5,5 Mio. EURO)
Indonesia “systemic reform of social protection” (2 Mio. Euro)
Vietnam “ poverty reduction through basic social protection and social insurance” (2 Mio. EURO)
Peru “reform of social programs” (35 Mio. Euro)

6. Social Health Protection

7. Basic Social Protection

conditional cash transfers also increase health and education outcomes
German support on policy advice, capacity development, related social infrastructure and to very limited extent to finance social cash transfers (e.g. for scale-up)
 We address supply and demand side at the same time: there must be functioning rural health centers if cash-transfers are conditioned to regular health check ups of children.
- addresses the most vulnerable (e.g. children (HIV/AIDS orphans) extremely poor, disabled) not reached by prevention-focused systems of risk management
- conditional cash transfers also increase health and education outcomes

8. Microinsurance
addressing informal sector by integrating microinsurance in coherent social protection system

Vietnam: support to formulation of national social protection strategy; advice on basic social protection, in particular payment mechanisms,

10. Persons with Disabilities
legal basis: UN-Convention on Rights of Persons with Disabilities (Germany ratified in March 2009)
promoting inclusive development:
Inclusive emergency assistance and reconstruction of Haiti
Round Table of state and non-state actors in “disability and development”
Implementation of UN-Convention on Rights of Persons with Disabilities Article 32: “Ensuring that international cooperation, including international development programmes, is inclusive of and accessible to persons with disabilities”.
Promoting inclusive development and rights-based approach by using twin-track approach: specific actions taken for people with disabilities and fight against structural inequalities
Cooperation with NGOs/DPOs

Kenia: technical support in design, implementation, monitoring & evaluation of older person’s cash transfer programme; creating evidence on feasibility, affordability of national social pensions; support development and costing of National Social Protection Framework as it relates to older people and their families
Tools: Policy advice, capacity development, TA and FA on social and contributory pension systems
