Commitment to Sound Management of Chemicals
CEC Existing Council Resolutions: 95-05 – Sound Management of Chemicals 06-09 – Advancing the Sound Management of Chemicals Goals for development of the proposed Council Resolution: Address issues of mutual concern Apply transparent and consultative process Develop and apply flexible Strategies for Catalyzing Cooperation (SCCs) Help Parties meet their national commitments and strengthen linkages to regional and international efforts (Montebello Leaders Summit, WSSD 2020, Multilateral Environmental Agreements, SAICM, OECD, APEC) Sets the stage for the discussion by mentioning the Council Resolutions that created the SMOC Program, and directed the SMOC WG to develop a renewed Agenda considering the issues listed (from Resolution 06-09)

Proposed Council Resolution
SMOC WG has identified four major areas of work to realize Council Resolution 06-09: Establish a foundation for chemicals management across North America (Mexican inventory of industrial chemicals) Develop a sustainable regional approach for the implementation of a program for environmental and human bio-monitoring, through Mexico’s Environmental Monitoring and Assessment Program (Programa de Monitoreo y Evaluación Ambiental—Proname) Reduce the risk from chemicals of mutual concern in North America Improve the environmental performance of sectors Describes the four areas of work of the agenda including the key two specific activities supported by SMOC.

SMOC Program of Work under New Resolution
Full realization of these four areas requires focusing SMOC resources Strengthen stakeholder outreach and engagement Accountability and planning through comprehensive reporting, regular Council review and updating areas of work Enhance horizontal engagement across CEC After Council approval, SMOC will move forward with full realization of commitments, with emphasis on outreach and engagement of stakeholders; and will report back to Council every four years, seeking also approval to updates to the agenda, based on SMOC work, as well as domestic and international developments.
