2. European territorial co-operation – Objective in its own right
Cross border co-operation of which 25% may be transferred to the European Neighbourhood and Partnership Instrument (ENPI) and the Instrument for Pre-Accession (IPA)

Interregional co-operation and network programmes
In addition, interregional co-operation with at least one region in another Member State will be encouraged in mainstream programmes

transnational areas
Geographical criteria (geographic coherence?)
Thematic typology/ Strategic projects (potential for strategic projects in the area?)
Political criteria (Political support?)
Programming continuity (management, results/outcome of current programmes?)
Unless duly justified, major overlappings of areas should be avoided

More focus on "Strategic projects and actions"
Also encouraged: Bilateral maritime co- operation (distance above 150 km) on a wider range of topics

9. Transnational co-operation
Integrated territorial development:
water and coastal management;
improving accessibility, advanced communications and information technologies;
risk prevention, incl. maritime safety;
R&TD and technological development networks etc.

What kind of strategic projects related to maritime safety could be envisaged?
Potential examples*: cross-border TEN-T sections, motorways of the sea (ports etc.), multi-modal transports, risk prevention related to sea basins, flooding, forest fires, draught etc.
*) Types of projects which can be financed will depend on the size of the budget allocated to transnational co-operation

12. Maritime Safety and transnational co-operation
Problems (pollution, maritime accidents) do not respect programme borders
→ joint actions between different transnational programmes could be envisaged
Trans-programme co-operation useful to identify and prevent risks + prepare and respond to emergency situations

13. Northern Maritime Corridor
Aim: Facilitate the safe development of the maritime
route from the Barents Region along the Norwegian coast
to the core of Europe
Co-operation between 2 similar projects in two different programmes on:
- Development of regional maritime clusters,
- promotion of short sea shipping,
- transport in the petroleum and seafood sector,
- risk mangement strategies

20% may be granted for operations which include partners outside the area in duly justified cases
This could facilitate links/co-operation between programme areas on e.g. maritime safety issues
10% may be used outside the EU, if of benefit for EU regions (responsibility for expenditure lies on EU lead beneficiary and certifying authority)
Increases potential for co-operation on maritime safety issues with non-member states
