Explanation It is the concept of a “One Stop Shop” meaning that rather than going to different places to get information required for the flight, the pilot will have all information needed for the planning and execution of a flight available at the same place with one single request. Therefore the following improvements are expected: User accessibility during the pre-flight phase to all relevant data (aeronautical, Met, ATFM, FPL) required prior to a flight; Tailored information that is relevant to a particular flight; Reduced amount of time taken to obtain a briefing; Simplified briefings and retrieval of information; Enabling the pilots to obtain a flight briefing that is structured to suit their particular needs; Improved service quality with risks of ambiguities and inconsistencies avoided. OI step - [IS-0201]-Integrated Pre-Flight Briefing - IOC 2007;FOC 2012 Description: “The data required during the pre-flight phase are provided and presented in an integrated and flexible manner. The user can access various/information sources such as AIS, ARO, MET and ATFM which provide NOTAM, SNOWTAM, MET messages, FPL and related messages or network management messages. Rationale: “This is about integrating all information relevant to a flight (including any Network Management constraints in force, e.g. level capping) into one package” Enabler- [AIMS-07] – Generation of pre-flight briefing information “ Pre-Flight Information briefing including AIS and NOTAM is provided to airspace users”. Only one SLoA with FOC 12/2012: INF04-ASP01 – “Implement and provide integrated briefing function” The data required during the pre-flight phase is provided and presented into one package in a flexible manner. This is about integrating all information relevant to a flight (AIS, Flight Plan, MET and ATFM) into one single output that can be tailored to the user-s needs. Note :Level 5 defines a single report to be provided by systems. At this level full integration is achieved and a single front-end application is used to access the briefing services. However these may have separate background applications hidden from the user. Level five allows the various briefing products (MET, AIS etc.) to be combined into a single output which may be tailored as requested by the pilot.  ESSIP Plan 2015 / Objective INF04

7 Finalisation Criteria
Integrated briefing function has been implemented with the following conditions accomplished: 1 - Facilities and services with one final application at one terminal; 2 - One single entry of flight details; 3 - All briefing products combined into a single package that may be tailored by request of the user. Note on the Applicable area : ”The level of integrated briefing deployment to be done in accordance with local needs and existing set up of briefing facilities” Optional for military services. Conclusions The objective was overdue – initial completion was 2007, last cycle changed to 2012. The objective can be declared “Completed” only if the finalisation criteria is achieved It is anticipated that implementation progress of INF 04 will remain very slow due to lack of buy in and due to difficulties in achieving agreements amongst different organizations and institutions involved in the provision of data/information; In most States AIS/ARO, MET and ATFM functions are provided by independent entities. Therefore operational and technical integration is difficult to achieve; The EAD service is evolving in terms of functionality and will provide integrated briefing if there is an agreement of the State with a MET provider. In this case the achievement of INF 04 can be facilitated. It is recommended that States develop realistic plans as there are postponements year after year. ESSIP Plan 2015 / Objective INF04
