Scenario: You are working on a project or task and suddenly an incident happens. Incident Now you have to deal with this distraction so that your original project can continue.

It’s up to you decide how you will respond:
If you are starting to think about how to respond in the middle of the incident, then you are too late.

Emergency Management Risk = Hazard x Vulnerability
Look at the risks/hazards that could apply to our project/task Risk = Hazard x Vulnerability Assess the Hazards Assess the Vulnerability Reduce the hazards (build, move, procedures) Reduce the impact (train, plan, stockpile, exercises, lessons learned)

Standardization of Terminology Command (someone is in charge) Planning/Organizational Structure Management By Objectives Incident Action Plan (IAP) Modular organization Manageable span of control Facilities and Resources Communications/Information Management Professionalism

Strengths of ICS Focuses on safety of personnel, then incident resolution Integrate personnel from different organizations Understand the same structure Job descriptions are standardized Modular – only activate the parts you need Chain of command – by position, not by job title Span of Control: 3 – 7 direct reports

General Staff Incident Command Operations Planning Logistics
Function Description Incident Command Establishes incident objectives, strategies, and priorities. Assume overall responsibility for the incident. Gives Direction Operations Determines tactics and resources for achieving objectives. Directs the tactical response. Doer (fixes the problem) Planning Collects and analyzes information. Tracks resources Maintains documentation. Looks ahead Logistics Provides resources and needed services. Getters Finance/ Administration Accounts for expenditures, claims, and compensation. Procures needed resources. Pays

Span of Control ICS span of control for any supervisor:
Is between 3 and 7 subordinates. Optimally does not exceed 5 subordinates.
