Highlight of Current Activities
GSC Task Force on IMT standardization was created under the GRSC by Resolution of GSC-12 (Resolution GSC-12/01). An objective of the Task Force is to exchange information and views on any additional radio interface technologies for IMT-Advanced among PSOs allowing for efficient, effective and timely development of the IMT-Advanced standard. Activities would be expected to be carried out during the ITU-R WP5D, 3GPPs and other regional meetings (e.g., IMT-WG of AWG, CJK IMT WG meeting, etc.).

Strategic Direction The Task Force should be encouraged to actively help in the exchange of information and views on; any additional candidate radio interface technologies for IMT-Advanced among PSOs allowing for efficient, effective and timely development of the IMT-Advanced standard; the analysis and assessment of global broadband wireless services, traffic, market and related consumer demand for IMT in line with the ITU-R ongoing work on this topic; and any issues on the Agenda Item 1.1 for the World Radiocommunication Conference 2015 (WRC-15). Agenda Item 1.1 for the WRC-15: to consider additional spectrum allocations to the mobile service on a primary basis and identification of additional frequency bands for International Mobile Telecommunications (IMT) and related regulatory provisions, to facilitate the development of terrestrial mobile broadband applications, in accordance with Resolution COM6/8 (WRC 12).

Next Steps / Actions The Task Force proposes that GSC
endorses the further continuation of the IMT Task Force to exchange information and views with goal of additional spectrum allocations to the mobile service on a primary basis and identification of additional frequency bands for IMT and related regulatory provisions in the WRC-15, and requests its PSOs to review their national/regional activities and to report on their progress to the Task Force and at the next GSC meeting.

Standardization Activities on IMT in the 12th Meeting of ITU-R WP5D in Goa, India
General Aspects: Finalized and agreed the draft new Report ITU-R M.[IMT.UPDATE] on “Assessment of global mobile broadband deployments and forecasts for IMT” to send to SG 5 for approval; and Finalize and agreed the results of the review and suggestions on current and new Questions, Resolutions and Opinions related to WP 5D to send to SG 5 for consideration. Spectrum Aspects: Finalized and agreed the draft Revision 4 of Recommendation ITU-R M.1036 on “Frequency arrangements for implementation of the terrestrial component of International Mobile Telecommunications (IMT) in the bands identified for IMT in the Radio Regulations (RR)” to send SG 5 for adoption; Finalized and agreed the draft new Recommendation ITU-R M.[IMT.MITIGATION] on “Techniques designed to increase the potential for sharing between IMT systems and FSS networks in the GHz band” to send to SG 5 for consideration; and Finalized and agreed the draft new Report on “On the coexistence studies in relation to Resolution 224 and Question 229 in the bands and MHz” to send to SG 5 for consideration. Plenary: Extensive discussions on the strategy and work program for WP 5D and the associated structure of WP 5D to address the work of the new study period; Agreed the structure and work program for the new study period; and Developed a comprehensive work plan to address its studies related to WRC-15 Agenda items 1.1 and 1.2 and its responsibilities toward the JTG work. General Aspects: Started the following new works: Work on draft new Report ITU-R M.[IMT.2020 TRAFFIC] which is in support of the future views of the marketplace for IMT and for WRC-15 Agenda item 1.1 and addresses the traffic and related market demand and users needs towards the years 2020 focusing on terrestrial IMT; Work on draft new Recommendation ITU-R M.[IMT NEW VISION] to address the longer term new IMT & beyond vision for 2020 and beyond to drive the future developments for the radio access network; Continued activity to develop a draft new Report on use of IMT for the broadband PPDR application which can support WP 5D views towards WRC-15 Agenda item 1.3 Spectrum Aspects: Work on draft new Report ITU-R M.[IMT.2020.FREQ RANGE] which is in support of Agenda items 1.1 and 1.2 and covers the identification and assessment of suitable frequency ranges for future terrestrial IMT; Work on draft new Report ITU-R M.[IMT.ADV PARAM] which is in support of Agenda items 1.1 and 1.2 and covers the sharing, compatibility, & protection criteria for IMT-Advanced terrestrial systems for WRC-15 studies; Work on draft revision of Report ITU-R M.2039 on “Characteristics of terrestrial IMT 2000 systems for frequency sharing/interference analysis”; Work on draft revision of Recommendation ITU-R M.1768 on “Spectrum calculation methodology for IMT-2000 and IMT-Advanced”;

Spectrum Aspects (Continued): Started the following new works: Work on draft new report ITU-R M.[IMT.2020.ESTIMATE] to develop the future spectrum requirement estimate for terrestrial IMT in support of Agenda item 1.1; and Work on working document M.[IMT.2020.ARRANGEMENTS] on channeling arrangements for IMT adapted to the frequency band below 790 MHz. Considered and decided the treatment of the draft new Recommendation ITU-R M.[IMT-MITIGATION] which was remanded back to WP 5D from Study Group 5 The draft new Recommendation ITU-R M.[IMT.MITIGATION] on "Techniques designed to increase the potential for sharing between IMT systems and FSS networks in the GHz band" was remanded back to WP 5D from Study Group 5 for further consideration and for additional coordination in the future with WP 4A should the work proceed; and Working Party 5D decided not to work on the content of the document at its July 2012 meeting and will discuss this topic further at its next meeting in October 2012. Technology Aspects: Work on draft new Report ITU-R M.[IMT.2020.INPUT] providing the future “technology related” inputs and parameters for use with the terrestrial IMT spectrum estimate methodology; and Work on draft new Report ITU-R M.[IMT.FUTURE TECHNOLOGY TRENDS] to develop a broad view of future technology aspects and trends of terrestrial IMT systems. Determined that this was meeting “Y” for both IMT-Advanced technologies towards a draft revision of Recommendation ITU-R M.2012 Discussions on the timing of future update of Recommendations ITU-R M.1457 and ITU-R M.2012 A coincidence of Revision 12 of Recommendation ITU-R M.1457 and Revision 1 of Recommendation ITU-R M.2012 would create a huge amount of work in both the external organizations and ITU-R, which should be avoided; and The meeting decided to further discuss a way forward on the future update of the two separate Documents at the next meeting of WP 5D (WP 5D#14).

Standardization Activities on IMT in the 13th Meeting of ITU-R WP5D in Geneva (3) WP 5D Workshop on “Research Views on IMT Technology Evolution” The ITU-R WP 5D Workshop on “Research Views on IMT Technology Evolution” was held during the afternoon of the first day of the WP 5D meeting #13 and was moderated by Dr Hakan Ohlsen (Vice-Chairman WP 5D). Presentations were made by representatives from the following organizations: APT Wireless Group on “Research activities on technologies for future mobile communications in Asia-Pacific region”; ARTIST EU-project on “ARTIST 4G Overview; Stakeholders in METIS on “Views on mobile and wireless communications for twenty-twenty (2020) society”; 3GPP on “3GPP TSG-RAN activities toward further enhancements for LTE/LTE Advanced”; and WWRF on “Research views on IMT technology evolution”.

(1) General Aspects: Continued the following on-going works: Work on draft new Report ITU-R M.[IMT.2020 TRAFFIC]; Work on draft new Recommendation ITU-R M.[IMT NEW VISION]; and Work on draft new Report on use of IMT for the broadband PPDR application. Spectrum Aspects: Work on draft new Report ITU-R M.[IMT.2020.FREQ RANGE]; Work on draft new Report ITU-R M.[IMT.ADV PARAM]; Work on draft revision of Report ITU-R M.2039; Work on draft new Report ITU-R M.[IMT.2020.FREQ RANGE]; and Work on working document M.[IMT.2020.ARRANGEMENTS]. Completed work on the draft revision of Recommendation ITU-R M.1768 on “Spectrum calculation methodology for IMT 2000 and IMT-Advanced”, and sent to SG 5 for adoption Noted that future action including joint activities with WP 4A on the draft new Recommendation ITU-R M.[IMT-MITIGATION] will be considered fully upon the completion of studies by JTG

Standardization Activities on IMT in the 14th Meeting of ITU-R WP5D in Woodland Hills, California, U.S.A. (2) Technology Aspects: Continued the following on-going works: Work on draft new Report ITU-R M.[IMT.2020.INPUT]; Work on draft new Report ITU-R M.[IMT.FUTURE TECHNOLOGY TRENDS]; and Further Studies on Cognitive Radio Systems. Determined that this was meeting “Y+1” for both IMT-Advanced technologies towards a draft revision of Recommendation ITU-R M.2012 Decided to adopt the approach for the next revisions of the two separate as follows: Revision 1 of M.2012 – Complete according to current time plan in WP 5D for submission to Study Group 5 at its meeting at the end of year 2013; and Revision 12 of M.1457 – Develop update time plan to target submission to SG 5 at its meeting at the end of year 2014.

General Aspects: Continued the following on-going works: Work on draft new Report ITU-R M.[IMT.2020 TRAFFIC]; Work on draft new Recommendation ITU-R M.[IMT NEW VISION]; and Work on draft new Report on use of IMT for the broadband PPDR application. Finalized and submitted traffic related parameter values with their associated explanatory texts to SWG-ESTIMATE A liaison statement was dispatched to External Organizations seeking their views and information on the subject areas expected to be covered in the Vision deliverable Spectrum Aspects: Work on draft new Report ITU-R M.[IMT.2020.FREQ RANGE]; Work on draft new Report ITU-R M.[IMT.ADV PARAM]; Work on draft Revision of Report ITU-R M.2039; Work on draft new Report ITU-R M.[IMT.2020.ESTIMATE]; and Work on the working document M.[IMT.2020.ARRANGEMENTS]. A liaison statement to JTG on further elaboration of frequency ranges and their suitability was dispatched from this meeting Developed a preliminary result on the spectrum requirements for WRC-15 Agenda Item 1.1 Identified a number of issues on spectrum requirements and views on channelling arrangements for mobile service in the 700 MHz band related to studies in support of WRC-15 Agenda item 1.2

Spectrum Aspects (continued): Developed a working document to respond to the liaison from JTG which compiles relevant information to address the following aspects: Spectrum requirements for coverage, capacity and performance; Spectrum requirements for different market settings; Level of asymmetry between the downlink and uplink; and Spectrum efficiency aspects related to the bands currently identified for IMT. Establish a correspondence group to assist in the preparation of IMT parameters which should be used when undertaking IMT system-related sharing/compatibility studies Technology Aspects: Continued the following on-going works: Work on draft new Report ITU-R M.[IMT.2020.INPUT]; Work on draft new Report ITU-R M.[IMT.FUTURE TECHNOLOGY TRENDS]; and Further Studies on Cognitive Radio Systems. A liaison statement inviting views of future technology aspects and trends of terrestrial IMT systems from the relevant External Organizations was dispatched Agreed to develop an update process for the development of future Revision of Recommendation ITU-R M.1457 based on the IMT-Advanced update process A corresponding liaison was dispatched to the relevant External Organizations engaged in Recommendation ITU-R M.1457 providing the announcement and schedule for Revision 12 of M.1457 and also seeking their views and comments by WP 5D meeting #16

Technology Aspects (continued): Concluded that the meeting should try to provide technical elements that can handle the asymmetrical aspects of downlink and uplink Agreed to use one single Recommendation for the two radio interface technologies of IMT-Advanced with regard to a preliminary draft new Recommendation ITU-R M.[OOBE] on “Generic unwanted emission characteristics of base stations and mobile stations using the terrestrial radio interfaces of IMT-Advanced” Decided to start work towards Revision 5 of Recommendations ITU-R M.1580/81 on generic unwanted emission characteristics of the terrestrial radio interfaces of IMT-2000

Recent Activities on IMT in ARIB
The Standardization and Mobile Partnership Subcommittees under the Advanced Wireless Communications Study Committee (ADWICS) are conducting technical studies on IMT-2000 and IMT-Advanced and promotes their standardization through contributions to ITU-R and other activities. ARIB updates standards on IMT-2000 DS-CDMA and MC-CDMA based on 3GPPs specifications every 3 to 4 months, and current versions are as follows: STD-T63/TR-T12: IMT-2000 DS-CDMA and TDD-CDMA System Ver. 9.60 STD-T64/TR-T13: IMT-2000 MC-CDMA System Ver. 6.20 ARIB updates standards on IMT-Advanced in synchronization with 3GPP and IEEE specification, and current versions are as follows: ARIB STD-T104: LTE-Advanced System Ver. 1.50 ARIB STD-T105: WirelessMAN-Advanced System Ver. 1.10 The Standardization Subcommittee is also contributing to the work in ITU-R WP5D related to WRC-15 Agenda Items 1.1 & 1.2 and Future IMT issues.

Recent Activities on IMT in ATIS
ATIS WTSC along with TIA TR-45.3 submitted the Meeting X+2 best and final update package for TDMA-SC toward M to ITU-R WP5D. ATIS WTSC submitted its letter of conveyance for TDMA-SC along with the GCS for M ATIS submitted its transpositions for TDMA-SC, CDMA-DS, and CDMA-TDD in M along with the letters of consistency to finalize Revision 11 of M.1457 which was recently approved and published. ATIS submitted a proposal to WP5D to delay M until 2014 so as to not overlap M , which was accepted. ATIS submitted a contribution to WP5D to align the M.1457 revision process with the M.2012 revision process, which was provisionally accepted. ATIS is providing a coordinating role for the other 3GPP OPs for the GCS proponent submissions to WP5D for M

Recent Activities on IMT in CCSA
CCSA has finished the project “IMT forecast in China on next decade”. The forecast results of future IMT development in China are of important reference value for the world’s trends of IMT industry. Most of the outputs are included in the Report ITU-R M.2243. CCSA established a new study project of: “the vision and requirements on future IMT ”. The study will focus on the future IMT for 2020 and beyond.

Recent Activities on IMT in ETSI
ETSI is a GCS proponent for IMT-Advanced. The first publication of Recommendation M.2012 (ex IMT.RSPEC) was published, referencing the ETSI transpostitions of the 3GPP LTE-Advanced Release 10 Global Core Specifications (submitted to ITU-R in September 2011). For the first revision of M.2012, ETSI will submit its transpositions corresponding to the Releases 10 and 11 Specification sets resulting from the March 2013 TSG plenaries. ETSI will continue to adhere to the administrative procedures related to this and subsequent updates of M.2012. ETSI actively promotes the worldwide adoption of the LTE-Advanced standard through its activities at the World Mobile Conference and at other international conferences and exhibitions.

TIA continues to actively support ITU IMT Standardization Activities: Provide input on IMT-2000 technologies based on ITU-R and ITU-T Liaisons to External Organizations Provide inputs to M.1580/M.1581, M.1801, M.2039, ITU-R 250/2, F.2086, ITU-R 101-4/5 and ITU-T Q Remain actively engaged in IMT-Advanced development Provide input on IMT and Beyond, Future Technology Trends on IMT Systems and IMT Vision [based on ITU-R WP 5D newly developed Recommendations] Provide updates to Recommendation M.1457, along with related and non-related Recommendations and Reports. A few enhancements include: cdma2000 1x Revision F: M2M Enhancements, Device Characteristics and Capabilities, Priority based access overload control Interworking Specifications: E-UTRAN to cdma2000 HRPD and -UTRAN to cdma2000 1x Enhancements to CDMA UICCs (R-UIM & CSIM) specifications and related conformance test specifications: Electro-Acoustic Recommended Minimum Performance Specification TIA continues to collaborate with other SDOs on related ITU activities via 3GPP2

Recent Activities on IMT in TTA
TTA PG701(IMT-Advanced) & PG702(IMT WiBro) has coped with the 1st revision process of M.2012. At RA-12, Recommendation M.2012 (IMT-Advanced) was approved. TTA is a GCS Proponent & a Transposing Organization for LTE-Advanced, and a Transposing Organization of Wireless MAN-Advanced. Regarding WRC-15 Agenda Item 1.1 which is to consider identification of additional frequency bands for IMT, TTA TC7(Mobile Communication) is studying frequency bands above 6GHz to support the capacity and performance of future mobile IMT networks Our proposed Suitable Frequency Band above 6㎓ : ㎓, ㎓, ㎓, ㎓ According to the our channel measurement and analysis, mm-wave frequencies for IMT systems appear to be feasible to utilize over 200 meters even in outdoor Non-Line of Site environments (5D/258-E)

Continuing Cooperation on IMT Standardization Recognizing: that Resolution ITU-R 56 describes a naming scheme for International Mobile Telecommunications whereby “IMT-Advanced” applies to those systems, system components, and related aspects that include new radio interface(s) that support the new capabilities of systems beyond IMT-2000; that Resolution ITU-R 57 outlines the essential criteria and principles that will be used in the process of developing the Recommendations and Reports for IMT-Advanced, including Recommendation(s) for the radio interface specification; that ITU-R Study Group 5 and ITU-T Study Group 13 are continuing studies on IMT (encompassing both IMT-2000 and IMT-Advanced); that ITU-R Study Group 5 has completed the evaluation of candidate technologies for IMT-Advanced; that core network(s) are increasingly becoming access technology agnostic; that IMT and other rapidly emerging wireless broadband access technologies will make high-speed wireless access services available where this was not previously possible, thereby enabling access to advanced telecommunication, computing and entertainment services and capabilities, not only for urban but also for rural and other low density environments; that WRC-07 identified some additional spectrum for the implementation of IMT systems; that WRC-12 may approve a new agenda item for WRC-15 to conduct studies for additional spectrum to be made available beyond 2016; that the UN Broadband Commission has identified broadband as a key infrastructure for developing economies; that work on evolution of the radio technologies may converge to use similar techniques; and that there are related international, regional and national research activities in this area.

Continuing Cooperation on IMT Standardization Resolves: to encourage 3GPP, 3GPP2, IEEE, Participating Standards Organizations (PSOs) and others to continue to work on enhancing the IMT standards as an essential part of future telecommunication, computing and entertainment standards; to encourage use of IMT technologies for broadband services; to encourage the harmonization of candidate proposals for the radio interface technologies for IMT and related networking standards; to invite 3GPP, 3GPP2, PSOs and others to take care of the evolution of the current systems and the long-term evolution for such systems taking into account copyrights, working procedures, IPR aspects etc. and report to the next meeting for review; to exchange information and views on any additional candidate radio interface technologies for IMT-Advanced among PSOs allowing for efficient, effective and timely development of the IMT-Advanced standard and to continue this exchange for the detailed specifications for IMT-Advanced; to exchange information and views with goal of encouraging the adoption at WRC-12 of a new WRC-15 agenda item on IMT spectrum issues; to exchange information and views on the analysis and assessment of global broadband wireless services and consumer demand for IMT in line with the ITU-R ongoing work on this topic; to encourage the Task Force under the GRSC to actively help in the exchange of information and views mentioned in 5) to 7), with the goal of consensus building; and to review this Resolution at future GSC meetings as required.
