3 January 2019 Safe Staffing Reports / NQB Where we want to be: targets and benchmarks Target: Planned staffing levels are 100%, planned skill mix 70.4% RN:29.6% HCSW ratio Trends and Patterns The evidence collected for August 18 indicates that overall staffing levels have decreased from 93.5% to 91.7% compared to planned levels. The skill mix for August 18 decreased to 61.1% for Registered Nurses and increased to 38.9% for Health Care Support Workers (HCSWs). Root Cause analysis and insights Continued RN vacancies, supported by the temporary workforce which leaves a position of less RNs than planned on the wards. Actions and progress to date Continued proactive recruitment using a daily SKYPE process jointly with HR and nursing to recruit overseas nurses from multiple agencies. Good pipeline building with 40 potential overseas recruits in September along with the Newly Qualified Nurses. Monitoring of the impact of staffing levels at ward level due to vacancy and use of temporary workforce. This is mitigated by senior oversight and ensuring this shortfall is distributed between areas according to patient acuity. SAFE

Care Hours Per Patient Day Programme (CHPPD)
3 January 2019 Care Hours Per Patient Day Programme (CHPPD) Introduction In order to provide a consistent method by which to record and report the deployment of staff working on patient wards/units, the Care Hours Per Patient Day (CHPPD) methodology is applied. CHPPD totals the number of RN and HCSW hours provided to a particular ward, across a 24 hour period, and divides this total by the midnight bed occupancy figures for that same ward. CHPPD reporting delineates between RN and HCSW hours, thereby confirming skill mixes. Reports illustrate how many care hours each patient received either from an RN or HCSW within 24 hour periods over the course of a month. Trends and Patterns Data collated during Month 5 indicate that overall CHPPD is 4.6 hours for RNs and 2.9 for HCSWs for PHT. Over the previous 24 months, RN CHPPD has tracked marginally below the planned level, whilst for HCSWs, the planned level has been exceeded. SAFE
