Flow of information and multiple reporting
DSPIE/DPE – Unit For Programs and Statistics Portugal Fisheries Statistics Working Group - Luxembourg, October 2013
2
CATCH REPORTING – Relevant Data Structure
Catch reports (Logbooks) Landing Declarations (Logbooks) Sales notes (Auctions) Licensing SI2P (Oracle database) All the control regulation information is registered in the SI2P database (Except for VMS data) Fleet register Quality and Control procedures
3
(Annual questionnaire)
AQUACULTURE – Relevant Data Structure Register Licensing SI2P (Oracle database) Production (Annual questionnaire) Register – All existing production units, Active or inactive, with or without production Quality procedures
4
Request for Date Part one - Automatic Process SI2P (Oracle database)
Output file (CSV/Excel) Codification and extraction Specifications (Species, areas, …) All the specifications are coded into the database (with structure changes if needed) PL/SQL queries are made specifics to the datacall - Human intervention is minimized during the process
5
Output file (CSV/Excel)
Request for Date Part two – Manual Process Output file (CSV/Excel) Manual Procedures End user file This part is needed when the specifications of the files are not possible to implement in a permanent way or without extensive programming Example: Conversion to SDMX via excel macros provided by EUROSTAT or FAO predefined forms
6
Example: preparing data for FAO
SI2P Coding procedure CSV CSV 1 - XLS (DGRM) Ano solicitado FAO Manual fill (1 + 2 ) FAO
7
Multiple reporting Same information is reported for EUROSTAT, FAO and ICES FAO and ICES ask some information before it’s sent to EUROSTAT (provisional information) E.g.: Catches on area 27 is sent provisionally to ICES in February (by gentleman agreement) and to EUROSTAT in June Aquaculture data is sent to FAO in August (provisionally) and to Eurostat in December Due to the early deadlines, provisional data is usually incomplete and different from final data sent to EUROSTAT, although revised data is also sent to FAO/ICES

Some considerations Same data is requested by different organizations in different formats; FAO website have information not provided by MS, meaning it’s getting data from other sources; Some of the forms used are outdated and are very time-consuming to fulfill; Even with data revisions dissemination policies in place, due to the different deadlines, several organizations can have, at a certain time, different data regarding the same subject. Information sent to EUROSTAT (Catch data and aquaculture) should be the basis for dissemination to others organizations. This would prevent double working by the MS and ensure that anyone will use the same version of the data.
