Texas State Literacy Plan Creating College and Career Ready Texans Age 0 to Grade 12
Texas Literacy Initiative (TLI) Region XIII ESC is supporting district efforts with the Texas Literacy Initiative grant being offered through TEA. Fiscal year 2010 Consolidated Appropriation Act under the Title I Part E, Section 1502 authorizes the use of funds to support a comprehensive literacy development and education program to advance literacy skills, including preliteracy skills, reading and writing, for students from birth through grade 12, including limited-English proficient students and students with disabilities. It is our responsibility to share the TLI with all school districts whether you received the grant or not and this is brief outline of the TEA efforts to support literacy and the current project.

History 1996 2012 1997 2011 1999 2010 2002 Past History: 1996 – Inception of Texas Reading Initiative 1997 – Provisions and use of early reading assessments in every Texas K-2 classroom 1999 – Delivery of Texas Teacher Reading Academies (TTRAs) and Online Teacher Reading Academies (OTRAs) in grades K-5 to teachers and administrators 2002 – Texas Reading First for K-3 literacy efforts (competitive grant) 2003 – Launch of Prekindergarten Texas Early Education Model (TEEM) and Texas School Ready! (TSRI) Project 2007 – Approval of the English Language Proficiency Standards (ELPS) 2007 – Development of the Texas Middle School Fluency Assessment (TMSFA) utilized with all 7th grade students who do not reach proficiency on the state assessment. 2008 – Approval of the Texas Prekindergarten Guidelines 2008 – Delivery of the TALA for administrators and middle school teachers 2008 – Adoption of new standards for reading and writing instruction for grades K-12 2008 – Approval of the Texas College and Career Readiness Standards (CCRS) 2009 – Provision of statewide professional development on the new standards 2010 – Implementation of a statewide online web 2.0 platform, Project Share 2011 – Alignment of the State of Texas Assessment of Academic Readiness (STAAR) system with newly adopted reading and writing standards. 2012 – Development of the Early Learning Guidelines for infants and Toddlers 2009 2003 2007 2008

Region XIII Area Grant Recipients
AISD Bartlett Bastrop Manor Nixon-Smiley Taylor 20 districts awarded across the state and 6 of those districts were in Region XIII ESC service area. Districts that applied had to be Texas ISDs and open-enrollment charter schools and have a student population whose passing rate was below 90% on the ELA/R portion of the 2010 TAKS for grades 3 – 11. In addition, must have student populations that meet at least two of the following three criteria: At least 59% are economically disadvantaged which is defined as qualifying for free or reduced price lunch based on Texas Department of Agriculture data. At least 16.9% have limited English proficiency, according to 2011 TEIMS data and At least 9% receive special education services, according to 2011 PEIMS data.

Goal of TLI and TSLP Ensure every Texas child is strategically prepared for the literacy demands of college and career by high school graduation. The goal of the TLI and the TSLP is to ensure that every Texas child is strategically prepared for the literacy demands of college and career by high school graduation. To achieve this goal, the plan centers on the integration and alignment of early language and preliteracy skills and reading and writing instruction for all Texas learners. A Literacy Line is a vertical collaborative among feeder-pattern campuses within an LEA or among partnering eligible LEAs (including prekindergarten, elementary, middle, and high schools) and their associated ECE providers (which may include Early Head Start, Head Start, public or private or nonprofit licensed child care providers, and public prekindergarten programs. ).

ECE Providers Elementary School Campuses Middle/Intermediate School Campuses High School Campuses Funds must be distributed in the following manner: 16% to serve children from age zero to school entry; 42% to serve students in kindergarten through grade five; 42% to serve students in middle and high school, through grade 12 (with equitable distribution between middle and high).

5 Key TLI Program Goals Oral language and Pre-literacy Skills
Improve K-2 Performance Increase ELA Proficiency Increase Data Use / Analysis Implement Instruction Program Goals: Increase the oral language and pre-literacy skills of participating preschool children. Improve the performance of K-2 students on early reading assessments. Increase percentage of participating students who meet or exceed proficiency on the state English Language Arts assessments in grades 3 – 12. Increase the use of data and data analysis to inform all decision making in participating districts, campuses, classrooms, and early learning settings. Increase the implementation of effective literacy instruction through Literacy Lines.

ESC Literacy Support Numerous projects were established with the grant recipients as an outreach of support in areas such as coaching, dyslexia, early childhood, elementary and secondary literacy support, ESL and special education. Purchased resources to enhance staff development opportunities to all clients such as recorded modeling and visual/auditory guidance of best practices in literacy instruction as well as book resources for the Literacy team and the Dyslexia Lending Library. Providing additional literacy coaching - Funds are being utilized for staff travel to districts that request literacy support. Funds were used to print the Texas State Literacy Plan: A guide for creating comprehensive campus/site-based literacy programs Age 0 – Grade 12
