2 PURPOSE Emergencies Natural Disasters Man Made Catastrophes
The primary purpose of the Mutual Aid Box Alarm System is to coordinate the effective and efficient provision of mutual aid during: Emergencies Natural Disasters Man Made Catastrophes

3 MABAS WILL PROVIDE Immediate assistance of personnel and equipment
Response teams of: Firefighters, EMS, Hazardous Materials, TRS, Divers, etc. Access to specialized equipment A contractual agreement covering responsibilities and liabilities for all members

4 ADDITIONALLY Standardized policies procedures for mutual aid responses: Communications Box Cards Incident Command System Personnel Accountability An organization comprised of Fire Departments from the States of Illinois, Indiana, and Wisconsin

6 RESPONSIBILITIES It shall be the responsibility of all Member Units to adhere to the policies and procedures of MABAS as adopted by the Executive Board and amended from time to time

7 DIVISION AUTHORITY Each division shall have the authority and responsibility to insure that the policies and procedures are adhered to by all Member Units. Variances to procedures are not recommended, but under certain circumstances, a Division is authorized to make minimal modifications. All modifications must be agreed upon by two-thirds majority of the Division membership.

9 MUTUAL AID BOX ALARM Each Division designates a MABAS Dispatching Center and a Backup Center with MABAS tone encoders All MABAS Alarms are toned out on and transmitted on the IFERN frequency.

13 INCIDENT COMMAND SYSTEM
In order to establish a standardized system of incident command, the MABAS Executive Board has adopted the National Incident Management System (NIMS) as the standard operating procedure for all MABAS members.

14 ACCOUNTABILITY It is the policy of MABAS to account for the location and safety of all personnel within the EMERGENCY INCIDENT PERIMETER Participation by members of any Fire Department in emergency incident mitigation without using the PASSPORT ACOUNTABILITY SYSTEM is not authorized by MABAS

16 ENTERING THE MABAS ORGANIZATION
A Governmental Body must pass an ordinance or resolution authorizing the execution of the MABAS Agreement Signed copies of the agreement and of the resolution/ordinance must be filed with the MABAS Executive Secretary

17 ENTERING THE MABAS ORGANIZATION (con’t.)
A letter of intent to join MABAS as a Division shall be submitted to the Executive Board. Admission as a new Division is voted upon by the Executive Board. Representatives from the Member Departments of the new Division are encouraged to have an orientation or training program.

18 By-Laws Purpose: The Executive Board is the guiding body of MABAS and is established to consider, adopt, and amend from time to time as needed, policies and procedures, by-laws and any other matters deemed necessary by the Member Unit.

19 By-Laws Membership: Each division shall be represented by one member who shall be designated by their respective Division.

20 By-Laws Meeting Schedule and Agenda:
The Executive Board shall meet at such times and dates as established by the Executive Board. In no case shall the Executive Board meet less that quarterly.

21 By-Laws Special Assessments:
Special assessments as needed are made by a vote of the members of the Executive Board.

22 By-Laws Eligibility Eligibility for division membership in MABAS shall be approved by the Executive Board. Eligibility for Member Unit membership shall be approved by a Division.
