3 New Freedom Plan Wilson has his own progressive plan for America: 1913: Underwood Act: lowered tariff rate to create more competition for big businesses : Clayton Antitrust Act & Federal Trade Commission: more trust-busting with new federal agency to enforce : Federal Reserve Act: divides US into 12 financial districts, each with a regional bank ● Result: less bank failures, ability to circulate money easier 4. Signed many labor laws protecting workers, esp. children

These Amendments were ratified during Wilson’s Presidency: 16th Amendment: Progressive Federal Income Tax Discuss: What kept women from fighting for rights and why was this movement significant? 17th Amendment: Direct Election of Senators 18th Amendment: Prohibition of Alcohol 19th Amendment: Women’s suffrage (vote)

Wilson won support of NAACP during election After elected, he opposed federal anti-lynching laws & allowed segregation to spread African Americans & progressive whites feel betrayed

6 Wilson’s Missionary Diplomacy
US has moral responsibility to deny recognition to any Lat. Amer. Gov deemed oppressive, undemocratic, or hostile to US 1913: Wilson refuses to recognize Huerta govt in Mexico (Huerta murdered the previous President) Huerta’s officers arrest American sailors in Tampico, MX Wilson orders US Marines to invade & occupy Veracruz, MX Huerta overthrown by Gen. Carranza who opens Mexico up to US mining (Wilson recognizes Carranza)

7 Problems in Mexico Rev. leader Pancho Villa kidnaps US mining engineers and raids a border town, killing 17 Americans Wilson sends Gen. John “Blackjack” Pershing into Mexico to hunt down Villa Carranza upset US “invaded” Mexico, however he backs down due to start of WW I
