Established in the late 1990s as forum for exchange
Out of this the idea was born to define indicators for better comparing PES
Aim: not to rank PES but to better identify learning possibilities
2014: current Network established : 32 PES

Model developed out of EFQM/CAF framework
Important: BL consists of two equal pillars
