3. NIH - NRSA: Institutional Research Training Grants – T32, T35
*Awarded to institutions for Research Training of individuals selected by the institution.
*Specific areas include Biomedical, Behavioral and Clinical Research
*Must have PI or PI’s to organize and implement a high quality research training program.
*Citizenship – citizen or non citizen national of the United States or have been lawfully admitted for permanent residence at the time of appointment.
*Awards are given for Competitive Segments of up to five years and are renewable. Competitive segments are normally made for 12-month segments.
*Cannot receive more than five years of aggregate training at the predoctoral and three years postdoctoral.
*Trainees may be appointed any time during the budget period for an appointment of 9 to 12 months without prior approval by NIH.
T32 Institutional NRSA - are the most common type of training grant. They enable institutions to make National Research Service Awards to individuals selected by them for predoctoral and postdoctoral research training in specified shortage areas.
T35 Short Term Institutional NRSA – Provide individuals with research training during off-quarters or summer periods to encourage research careers and/or research in areas of national need.

NIH NRSA: Individual Fellowships – F30, F31, F32 and F33
*Must be used to support a program of research training.
*Supports Predoctoral, Postdoctoral and Senior Fellow Training.
*Citizenship – citizen or non citizen national of the United States or have been lawfully admitted for permanent residence at the time of appointment.
*Fellow must be supported by an institution and an individual who will serve as a sponsor/mentor.
*Cannot receive more than five years of aggregate training at the predoctoral and three years postdoctoral.
*Institution receives and award for the stipend, institutional allowance and tuition and fees (when applicable). The institution directly pays the fellow and disburses all other awarded costs.
Fellowship activities can be in basic biomedical or clinical sciences, in behavioral or social sciences, in health services research, or in any other discipline relevant to the NIH mission. NIH awards individual postdoctoral fellowships (F32) to promising applicants with the potential to become productive, independent investigators in fields related to the mission of the NIH.
Some specialized individual pre-doctoral fellowships (F31 and F30), Senior Fellowships (F33), and other unique fellowship programs also are provided under this authority. For individual predoctoral fellowships, NIH has differing requirements.
Kirschstein-NRSA fellowships are awarded as a result of national competition for research training in specified health-related areas

5. NRSA Stipend and Tuition/Fee Levels: Stipends: Predoctoral – Institutional Training Grants and Individual Fellowships, one stipend level regardless of experience. For FY 12 the amount is $22,032. Postdoctoral - Institutional Training Grants and Individual Fellowships, stipend level determined by number of full years of experience when award is issued. Once level is determined, fellow is paid that for the entire year and then the next level of stipend for subsequent years. Zero years experience level for FY 12 is $39,264. This can be found at (

6. Tuition and Fees: Predoctoral Trainees and Fellows – For Institutional Training Grants and Individual Fellowships, up to $16,000 per year. Postdoctoral Trainees and Fellows - For Institutional Training Grants and Individual Fellowships, up to $4,500 per year. If the program supports postdoctoral individuals in formal degree-granting training, up to $16,000 per year, will be provided.

7. Training Related Expenses: Institutional Allowances for Individual Fellows – including health insurance: Predoctoral Fellows - $4,200 Postdoctoral Fellows - $7,850 Expenses allowed within these cost categories are described in the appropriate program announcements, which can be found at

8. Rebudgeting: Individual fellowship awards are formula based, generally restricted for the specific budget category of the award, and cannot be rebudgeted without prior written approval from the NIH.
Appointments:
NRSA Trainees may be appointed at any time during the grant budget period for an appointment of 9 to 12 months.
NRSA Fellows initial award period is usually for 12 months. Subsequent periods are consecutive with the first year of support and are usually in 12-month increments.

9. Post Award Considerations
Stipends, Tuition and Post Doc Health Insurance: * Stipends: *Subsistence allowance to help defray living expenses during the training period. * May not compensate trainees for services performed. * Paid on fellowships or training grants only, not on a research project. * Fellow or trainee’s are set up in People Soft as job class code 9 and their Stipends are charged to General Ledger Natural Account Training Grant Stipends. * Fringe benefits not provided.

10. *Tuition remission: Charged to the account(s) where stipends are charged. *Post Doc Health Insurance: No Fringe Benefits provided, but health insurance is provided. This expense is charged to account(s) where stipends are charged. Training Grant Specific: * Not under SNAP. * New Account Numbers assigned yearly. * Annual financial report required within 90 days after the close of each budget period. * Stipends and tuition carried over as unliquidated obligations
Trainee stipends and tuition are obligated for the full 12-month appointment from the budget period in which the appointment is initiated. Portions of stipends and tuition (only) that extend beyond the budget period are carried over as Unliquidated Obligations. If carry over approved, expenses are charged in the next year of the award. There is no carry over of Unliq Oblig in the last year of an award.

11. Xtrain:
The eRA Commons Xtrain system must be used for preparation and submission of :
NRSA undergraduate institutional training grants – T34 appointment forms only.
NRSA predoctoral and postdoctoral institutional training grants – appointment and termination.
NRSA individual fellowships - F30, F31, F32 and F33 – termination notices only.
NIH now requires the use of the eRA Commons Xtrain system for preparation and submission of appointment forms and termination notices for all NRSA individual fellowships and research education and institutional career development awards.
PI initiates appointment/termination notice – sends to Trainee. Trainee fills in information sends back to PI – PI submits. DGCA reviews and authorizes.

12. NSF TRAINING GRANTS
Undergraduate Students:
DUE (Division of Undergraduate Education) of the NSF promotes STEM (Science, Technology, Engineering and Mathematics Education) education for all students. These programs strengthen STEM education by improving curricula, instruction, laboratories, infrastructure, assessment, diversity of students and faculty, and collaborations.
REU - Research Experiences for Undergraduates. This program supports active research participation by undergraduate students in any of the areas of research funded by the NSF. There are two mechanisms for support of student research:

13. 1) REU Sites are based on independent proposals to initiate and conduct projects that engage a number of students in research. REU Sites may be based in a single discipline or academic department or may offer interdisciplinary or multi-department research opportunities with a coherent intellectual theme.
2) REU Supplements may be included as a component of proposals for new or renewal NSF grants or cooperative agreements or may be requested for ongoing NSF-funded research projects.
Undergraduate student participants in either REU Sites or REU Supplements must be U.S. citizens, U.S. nationals, or permanent residents of the United States.
Students do not apply to NSF to participate in REU activities. Students apply directly to REU Sites or to NSF-funded investigators who receive REU Supplements.

14. Post Award Considerations
REU Supplements: *PI applies to NSF for the supplement – usually with the major award but, may be requested during the award period. *Students put on payroll and wages are charged to Natural Account No fringe is charged. *Tuition is not paid by the NSF. *DGCA will create a project account for these funds. *Although NSF allows 25% overhead, due to rate agreement at RU no F&A is charged. These funds may be used to support the Trainee. *The supplement may have different start and end date from major account and will be closed independently. * All expenses are budgeted in Participant Support.

15. REU Site Awards:. Separate award - Not part of a major account
REU Site Awards: * Separate award - Not part of a major account. * Students put on payroll and wages are charged to Natural Account No fringe is charged. * Although NSF allows a 25% overhead rate, RU does not charge F&A. * PI’s are required to submit an annual progress report and final report within 90 days of the end of the budget period or end of the award.

16. IGERT – Integrative Graduate Education and Research Traineeship Program.
This program initiated in 1997 has been developed to educate U.S. Ph.D. scientists, engineers, and educators with the interdisciplinary backgrounds, deep knowledge in chosen disciplines, and technical, professional, and personal skills to become in their own careers the leaders and creative agents for change.
*Citizenship – citizen or non citizen national of the United States or have been lawfully admitted for permanent residence at the time of appointment.
*Trainees must be enrolled full-time in a PH.D. program in one of the NSF-supported STEM fields of study.
*The major portion of funding for IGERT awards is doctoral student stipends, educational and training activities. The NSF contribution for stipends is currently $30,000 per year for a 12 month appointment.
IGERT awards are generally for

17. *NSF IGERT support is usually for 2 years (24 months per student) in 12-month increments.
*Cost-of-education allowance for tuition, health insurance, and normal fees of $10,500 per year per student (for 12 months).
* Funds requested for graduate student trainees and their activities are budgeted under Participant Support.
* May include a budget of up to $50,000 per year for a Competitive Innovation Incentive Fund. To provide teams of graduate students with the ability to carry out projects of their own devising for interdisciplinary research and innovation activities.
* May have an international component of up to $50,000 per year.
* Faculty salaries can be included in the budget for:
*Up to one month per year to support PI management of account. *Up to six months of total faculty salary support for the development of curricula as part of a special allocation which includes faculty salaries, benefits and equipment costs and applicable indirect costs on these items, not to exceed $300,000.
Most trainees receive NSF IGERT support for 2 years (24 months per student) or longer and will be supported in 12-month increments. NSF also provides a cost-of-education allowance for tuition, health insurance, and normal fees of $10,500 per year per student (for 12 months). If this allowance is not fully required, then it may be used to support other IGERT trainee-related activities. Tuition and required fees may not be charged to the trainee. Funds requested for graduate student trainees and t
their activities are budgeted under Participant Support.
Cost of Living Allowance - if not fully required, then it may be used to support other IGERT trainee-related activities. Tuition and required fees may not be charged to the trainee.

18. *Other budget items: A limited amount of funds may be requested for necessary administrative support (including personnel for management/administration) and to partially defray the costs of research and publication by trainees. Currently 8% overhead.
The budget should also include funds for travel for the PI, one graduate student and one administrator to attend the annual IGERT Project meeting, and in year 1 only, for the PI to attend a one-day orientation meeting in the Washington D.C. area.
*Carry Over -Awarded funds not expended in the specific year requested may be carried over with appropriate justification provided in the annual report to NSF and approval of the cognizant program officer.

19. Graduate Students:
GRFP - Graduate Research Fellowship Program. Recognizes and supports outstanding graduate students who are pursuing research-based master's and doctoral degrees in fields within NSF's mission. The GRFP provides three years of support for graduate education. Two additional years may be requested without additional funding.
*The NSF contribution for stipends is currently $30,000 per year for a 12 month appointment.
*Fellows can get paid for teaching classes – should be in same field of study as their fellowship.
*Fellows do not have a employer/employee relationship with the university.
*Fellowships receive $10,500 per year as a Cost-of-Education Allowance. This money goes to the institution not the fellow.
*No Tuition and Fee charges will be assessed while the fellow is on Tenure.

20. GRFP Fellow Requirements
Students apply directly to NSF for fellowship. If a fellowship is extended to the Fellow, they must use Fastlane to accept the fellowship. Must declare the university that they will attend. Can change universities during the fellowship. Must submit an Annual Activities Report through the GRFP module in Fastlane by May 1st of each year. This report must be approved by the Academic/Research Advisor.
