1 The Impact of Advanced Technology on Border Security
John M. Chrisos Vice President, The Americas

2 Border Crossings: The Mission
Drugs, Alcohol, Contraband, Currency, Stowaways, Explosives, Weapons Discuss different mission for different locations Different X-ray scanners have different technologies, functions and use To determine what type of X-ray scanners to deploy the following type of information should be analyzed: What is being protected? Established border point of entry Area between border points of entry What is the detection mission? Explosives, drugs, guns, stowaways, alcohol, currency, trade fraud What is the object to be scanned? Passenger vehicles with or without the drivers Cargo trucks and containers with or without the drivers What is the throughput of scanning required? How many trucks/ hr, cars/ hr 1/11/2019 © 2014 Company Confidential

8 Situational Awareness through Networking & Integration
Cargo Scanning: Images and Vehicle data transmitted to C&C. Analysis, Disposition & Referrals Centralized Data Storage & Analysis Data Hub for all “sensor” and intelligence information. Common analyst and support group for all scanning processes. Situational Awareness and Reporting Vehicle/Passenger Check-out: Notification vehicle/cargo Cleared for entry. “Data Package” created about the vehicle and driver for clearance and future use. ZBV Scanning: Wireless communications with C&C. Flexible, Mobile scanning with centralized data management and analysis support. Vehicle/Passenger Check-in: Intelligence acquired. Data Fusion with scanning operations. Enables effective referrals and Command & Control. Passenger Vehicle Scanning: Images and Vehicle data transmitted to C&C. 11 Seizures Utilizing Technology
1,042 kg of Smuggled Marijuana 107 Packets of Methamphetamine This is an example of actual seizures. Note a false wall in this truck that would be undetectable. Also hidden in side panels is a large quantity of Methamphetamines, cocaine and currency. It should be noted that the cost of these systems is around $1M which is far less than the cost of a helicopter yet provides a powerful tool to help stop crime. Smuggled Cocaine Leaves $850,00 Currency in Vehicle being exported 1/11/2019 © 2014 Company Confidential

Illegal Immigration State of Chiapas Mexico illegal immigrants from Central America and Asia who were crammed inside two tractor- trailers heading toward the United States With us today is the Governor of the state of Chiapas Juan Sabines. Gov Sabines had a vision to improved border security through advanced NII technology. Without the use of Merida funding , the Gov was able to allocte federal funding to acquire 9 zbv’s over the course of the last three years. His commitment to this mission has paid off . These images show 2 tractor trailers with 513 illegal immigrants. As you can see the photo like image clearly identified the subjects. The advanced worked the Gov has done should be applauded and clearly highlights the need for funding needed at the state level. State focused Merida funding toward NII would allow crime centered states to build localized capacity while developing a stronger detection union with federal agencies. Fed and state trained officers together would be a powerful union and assist in the current mission of Merida to increase law improve the overall justice system. Now courts would have hard evidence which could be used tio prosecute. 1/11/2019 © 2014 Company Confidential
