3 Function of Chief Electoral Officer
Preparation of Electoral Roll for Parliamentary Constituencies and Assembly constituencies. Conduct of Parliament and Assembly election in the State

4 Who can vote in the Election ?
Only those persons of India whose names are enrolled in the Electoral Roll are eligible to vote in the Parliament and Assembly election

5 Who can get his/her name enrolled in the Electoral Roll
Citizen of India Who has completed 18 years on the qualifying date on which Electoral Roll is prepared. Who is ordinary resident of the Assembly Constituency. Some persons who do not ordinarily reside in their native Constituencies. However they can get their names enrolled in their native Constituency , one of such categories is Service Electors.

6 Who is service Elector ? The member of armed force of union and his wife The member of a force to which the provisions of Army Act-1950 is made applicable and his wife (like BSF,CRPF,CSIF, General Engineering Reserve etc ) The member of armed police force of a state who are posted out side the state. The person who is employed under the Government of India in a post out side India( like the personnel of Indian Embassies and High Commissions in abroad)

7 Are the Husband/Adult Children of the female service Electors also Service Electors ?
In the case of the female member of armed force of union, her husband/adult children are not Service Electors . In the case of the female member of a force to which the provisions of Army Act-1950 is made applicable and her husband/adult children are not Service Electors In the case of the female member of armed police force of the state who are posted out side the states her husband/adult children are not Service Electors even they reside with the female Service Electors at her place of posting.

8 The list of the service voters finds place in the Last part of Electoral Roll.
Election commission of India vide its circular no. 24/2014 dt.02/12/2014 ordered for De-Novo Intensive Revision Last part of Electoral Roll relating to service personnel with reference to 01/01/2015 as the qualifying date. With this order all the names appearing in the Last part of the Electoral roll will be deleted and fresh roll of service personnel will be prepared on the basis of application received from service voter.

9 Schedule of Revision Sl. No Stages of the Revision Date 1
Date by which the Record Offices/ Authorities shall forward duly verified Form 2, 2A, 3 in duplicate along with the declarations to the DEOs/ CEOs By 15th March, 2015 2 Preparation of the drafts of the last parts of the electoral roll and sending extracts therefrom (in duplicate by the Electoral Registration Officers) to the Record Offices/ Authorities concerned for verification by them 15th April, 2015 3 Date by which the Record Offices/ Authorities shall return one copy of the extract after verification to the concerned EROs through CEO 20th May, 2015 4 Carrying out corrections by the EROs on the basis of the extracts received back after verification 5th June, 2015 5 Final Publication of the Last Parts 15th June, 2015

10 As per the schedule date by which the application form-2, 2A,3 must reaches the DEO of the native district of Service personnel is 15th March 2015. So the eligible service voters & their unit heads must ensure that the duly verified forms reach the DEO directly or through Office of the CEO before 15th March 2015.

11 Procedure for enrollment as Service Electors ?
If you are a member of armed force of union If you are a member of a force to which the provisions of Army Act-1950 is made applicable (like BSF,CRPF,CSIF, General Engineering Reserve etc ) You are required to fill up Form-2 supplied to you. along with declaration prescribed by the Election Commission of India If you are a member of armed police force of the state posted out side the state. You are required to fill up Form-2/A supplied to you along with declaration prescribed by the Election Commission of India

12 You may be posted far away from your native state
You may be posted far away from your native state. However you can cast your vote in the election to Loksabha and state legislative assembly of your state from the place where you are posted at the time of election. Thus you can exercise your valuable franchise and choose your representative in Loksabha and Vidhansabha of your state.

13 To Whom Form 2/2A should be submitted
Please hand over your form-2/2A to incharge of your record office /commandant The incharge record officer will verify the particulars written by you in the form and sign it He will forward the form2/2A to the District Election Officer who is the Collecor and District Magistrate of the District in which the service Elector wants to enroll his /her name .

14 The DEO will send the forms to the Electoral Registration Officer for Enrollment who is the statutory Registering Authority . However these forms can be send to the DEO through the Chief Electoral Officer of the State you are once again requested to ensure that the particulars mentioned in the form 2/2A are correct and perfect in all respects

15 Who will Enroll your name in Electoral Roll ?
The Chief Electoral of your state will forward the form 2/2A to the concerned Electoral Registration Officer of your native constituency through the concerned District Election Officer . The Electoral Registration Officer will enter your name in the last part of the electoral roll of your native constituency and intimate you the name of the assembly constituency in which your name has been registered. Thus you will be service elector of your native assembly constituency enrolled in the last part of the constituency and you will be entitled to vote in your native assembly constituency

18 When status of Service Elector ceases ?
On the date of retirement of the Service Electoral from the Armed Forces/ Armed Police Forces In case of death of the Service Electors

19 How Service Electors can vote ?
Through Postal Ballot Paper Through Proxy, appointed by Service Electors (Such electors are known as Classified Service Voters)

20 What is the procedure for casting vote through Postal Ballot ?
The Returning Officer of the constituency in which the name of Service Elector is enrolled will send the Postal Ballot paper to the Service Elector by post under certificate of posting. Along with 1. A declaration in Form-13/A 2. A cover in Form-13/B 3. A large cover addressed to the Returning Officer in Form-13/C 4. Instruction for the guidance of the Service Elector in Form-13/D

21 What is the procedure for Casting vote through Postal Ballot ?
Service Electors should read carefully the instructions contained in the Form-13/D. Place Mark on the Postal Ballot Paper against the candidate of your choice. Place the Postal Ballot Paper in cover and seal it properly. Sign the declaration in Form-13/A and get attested by competent officer. Place the declaration in the cover and seal it. Put both the covers in the large cover (Form-13/C) send it to Returning Officer by post so as to reach him latest before the commencement of the counting of votes.

22 What is the procedure for casting vote through Proxy ?
The Service Electors can appoint proxy for voting on his behalf. The Service Electors who have appointed Proxy are known as Classified Service Electors The appointment of proxy can be made in Form 13-F The Form 13-F should reach to the Returning Officer latest by the last date for making nomination for the election in the constituency. The proxy can vote through Electronic Voting Machine at the Polling Station located at the native place of the Service Electors in the same manner as any other Electors assign to that polling station record their votes.

23 What are the qualification for appointment of proxy ?
The persons appointed as proxy should be Ordinary Resident of the constituency. He should be of 18 years or more of age He should not be disqualified for registration under Section 16 of Representation of People’s Act-1950

24 How Long the Proxy can act on behalf of the Classified Service Voter?
So long the Service Elector continues to be Service Elector or Till the date the Service Elector (Classified Service Voter) revokes the appointment of the Proxy or Till the death of the proxy.

25 What is the procedure for revocation of appointment of Proxy ?
The revocation of appointment of proxy and name of the substitute should be intimated to the Returning Officer in Form 13-G by the Service Elector.

26 The counting of votes starts with the counting of Postal Ballot Paper.
Whether vote polled by Service Electors through Postal Ballot Paper are taken in the account during counting ? Yes. Absolutely. The counting of votes starts with the counting of Postal Ballot Paper. The Returning Officer counts the Postal Ballot Paper by own self on his/her table. Only those Postal Ballot Papers received without prescribed declaration/ not marked properly are not taken into account in counting of votes. The Postal Ballet Papers received after the time fixed for the commencement of counting are also not considered.

27 What is the procedure of counting of votes polled by Service Electors through Postal Ballot Paper.
All the Postal Ballot Paper of Service Electors received before commencement of counting of votes are taken in to account First of all the cover containing declaration in Form-13/A by the Service Elector is opened by the Returning Officer He verifies whether the declaration is signed by the Service Elector and is attested by the competent authority.

28 Can the Member of Armed Forces of Union/Armed Police Force vote at the Polling station located in the area where they reside due to their present posting ? Yes. These persons can get their names enrolled in the Electoral Roll of the place where they reside due to their present posting. They have to submit Forms-6 to the concerned Electoral Registration Officer. The Electoral Registration Officer will enroll the name of the persons in the Electoral Roll as General Elector after following the procedure prescribed.

29 The Chief Electoral Officer urges the members of Armed forces of the Country as well as Armed forces of the States serving out side the State to : Ensure that your name is enrolled as Service Electors in the last part of your native constituency or Your name is enrolled in the Electoral Roll of the constituency where you presently reside due to your present posting

30 Can Service Electors be enrolled in Electoral Rolls at two places ?
No. It is an offence under Section 131 of Representation of People’s Act-1950

31 I appeal all of you to Enroll in the Electoral Roll so that you can cast your vote and contribute Democratic process of the nation.
