2. Background of Publication Forum
Classification system for publication channels
Operations are coordinated by the Federation of Finnish Learned Societies
Aim: support the quality assessment of research output
Since 2015, classification used in the university funding model of the Ministry of Education and Culture
23 discipline-specific Expert Panels evaluate publication channels (with over 240 members from universities and research institutes)
Acronym: JUFO

3. Classification levels, I
3: highest level
2: leading level
1: basic level
Level 1
peer-reviewed (entire manuscript) publication channels that are specialized in the publication of scientific research outcomes and have an editorial board of experts of the discipline
most publication channels are in Level 1
NOT in Level 1 if: over half of the referees and authors represent a single research organization

Level 2 (leading level)
leading publication channels, best research findings
all publication channels meeting the criteria are not included in Level 2 because a specific quota
Level 3 (highest level)
supreme-level publication channels – publishing is highly appreciated
research published represents the highest level
not limited to discussion of narrow special themes
Quota: calculate sum of publication volume in each panel
Level 2: max 20% of it
Level 3: max 25 % of level 2 volume

5. Remarks
Objective: encourage Finnish researchers to publish their research outcomes in high-level domestic and foreign forums
Remember: level is not the only criterion when selecting the publication channel for your paper
Since the classification level mirrors the average level of its published articles, it should be used to evaluate large publication volumes only
Warning: classification is not suited for evaluating merits of individual researchers, nor can it replace assessments made by experts e.g. in recruitment

6. Changing levels
Level 0: publication channels that do not meet all of the Level 1 criteria
Publication Forum is updated regularly
Every year, hundreds of formerly non-evaluated publication channels are considered (Level 0 or Level 1)
Or former Level 0 -> Level 1
Or former Level 1 -> Level 0
Evaluation of new publication channels takes at least two months
Every four years
Levels 2 and 3 are re-evaluated

8. Currently
Publication channels in operations research and optimization have been allocated to several panels (each channel in one panel only)
Panels have made preliminary proposals as levels and feedback is welcome by August
Classification levels are finalized this autumn

9. Open Access, I Articles are free to read
Right to read, print and link scholarly publications freely
Usually author must pay publishing costs (hundreds to thousands dollars)
Green open access: publishing in an open access repository
free to author
in most cases, the published version is the peer reviewed manuscript, i.e. the final draft (Author's Accepted Manuscript)
article freely available in an institutional repository (in Jyväskylä it is called JYX)
Gold open access: publishing in an open access journal
usually author or organization pays a publishing fee
article will be freely available on the publisher’s site

10. Open Access, II
E.g. EU and Academy of Finland require open access publishing – green is ok
Not all open access journals are reputable
Predator = A publisher or journal that denies the researcher the credit and value for money for his or her work.
Predatory journal can perform poor, even non-existent peer review. It has no scientific significance, or its practices are ethically questionable.
