WHAT IS AN INSPECTOR GENERAL?
“A typical IG is a man past middle age, spare, wrinkled, cold, passive, non-committal, with eyes of a codfish, polite in contact, but at the same time unresponsive, calm, and damnably composed as a concrete post or a plaster of Paris cast, a human petrifaction with a heart of feldspar and without charm or friendly germ, minus bowels, passion, or a sense of humor. Happily, they never reproduce and all of them finally go to hell.” -- General George A. Patton, Jr.

Ok, Really. What’s an IG? The Regulatory Definition: IGs serve their commanders and their commands by executing the four IG functions—teaching and training, inspections, assistance, and investigations—through the IG inspections process and the IG action process (IGAP) for the specific purpose of enhancing the command’s discipline, readiness, and operational warfighting capability. IGs use these functions to seek out systemic issues that affect the command and the Army. The two main factors that bear directly upon and often characterize the execution of these four functions are the IG tenet of confidentiality and the restrictions placed upon the distribution and use of IG records. What Does That Mean? The Inspector General is an extension of the eyes, ears, voice, and conscience of The Adjutant General by inquiring into, and periodically reporting on, the discipline, efficiency, economy, morale, training, and readiness of the Michigan National Guard. The IG enhances the readiness and warfighting capabilities of the Michigan National Guard by performing the four basic IG functions: Assistance Inspections Investigations Teach and Train Assistance Investigation Inspection Teach & Train

ASSISTANCE Render assistance to Soldiers who request it
Help commanders correct injustices Eliminates conditions detrimental to the efficiency or reputation of the Army Records and analyzes data for trends analysis Conducted in conjunction with the Teach and Train function Helps solve issues at the lowest level Make every attempt to assist the chain of command in solving the problem

INSPECTIONS Proactively identify issues and assist commanders in resolving issues that affect unit readiness and warfighting capabilities. Promote and reinforce good performance and best practices. Underscore Leadership priorities. Focused on feedback and identify root causes, strengths and weaknesses, and assist in implementation of corrective action.

COMMAND INSPECTIONS Initial Command Inspection (ICI)
Required for newly assigned company commanders within 180 days of assumption of command (NG and USAR) Cannot be used as a basis for assessment of the commander The inspecting commander must be present and participating Subsequent Command Inspection (SCI) Measures progress and reinforces goals established during the Initial Command Inspection Inspecting commander determines the timing

INVESTIGATIONS Conducted as a result of a complaint or allegation in order to resolve allegations of impropriety if deemed IG appropriate. IG’s function as an impartial fact finder for the commander to determine whether an allegation is substantiated or not substantiated. Cannot be used as a basis for adverse action.

TEACH AND TRAIN Interwoven throughout all IG functions, the foundation upon which the IG Corps was founded. Intended to make the organization more aware of regulations, policies and procedures. IG’s are often considered subject matter experts, but be careful of the “IG Easy Button”.

WHO CAN CONTACT THE IG? Who can contact the IG for Assistance? ANYONE!
Statute 10 U.S.C provides for lawful protected communications by military personnel to Members of Congress and IGs and prohibits retaliatory personnel actions in reprisal for those protected communications DoDD Persons subject to this regulation will not take (or threaten to take) an unfavorable personnel action or withhold (or threaten to withhold) a favorable personnel action with respect to a member of the armed forces for making or preparing a (lawful) protected communication DO NOT RESTRICT SOLDIERS FROM GOING TO THE IG, OR ACT IN REPRISAL FOR DOING SO!

UTILIZING THE IG Below are the questions you need to be prepared to answer: 1: What do you want the IG to do for you? 2: Have you addressed this with your Chain of Command? - If yes, who and what where their actions? 3: Have you contacted any other agencies about this? (i.e. JAG, Congress) 4: What supporting documentation, or evidence, do you have? 5: What is your status? (Mday, Tech, AGR, etc.) DA Form 1559: Inspector General Action Request

What is IG appropriate: Abuse of authority Favoritism Fraud, Waste and Abuse Harassment (some types) Insensitivity Maltreatment Improper Mental Health referrals Misuse of supplies Non-compliance with ARs/AFIs Process violations Whistle Blower Reprisal/Restriction (WBR)

What things are not IG appropriate: Civilian Employment Matters (HR or CPAC) EO/MEO or EEO (EO Office) Criminal matters (CID, MPI) Punishment under UCMJ Medical Treatment (MEDCOM IG) Content of NCOERs and OERs (AR 623-3, DA PAM 623-3; Appeals) Hazardous Work Conditions (OSHA, Safety Office) Sexual Harassment/Assault (UVA, SARC) I don’t like… The IG will refer these to the appropriate agency
