The first two steps serve to prepare the way to the decision whether to computerize or not.
If the hospital decides to computerized, identify the areas to computerize in the hospital (both clinical and non-clinical) within the next ten years.
Design a master plan for it and decide its development in phases

Hospital managers identify service transactions within functional units of the hospital to be computerized
Systems developers and programmers should provide the framework for the eventual interconnection of these service transaction processes.
The master design should already include provisions to generate pre-identified information which should belong to any of the following categories:

A data model is a creative work which identifies the database tables that should be created together with their data fields plus how important tables shall be linked to each other for the purpose of maximizing its information generation potential.

A data model is a schematic representation of data records contained in tables where linkage between tables are accomplished through creation of the same data field in both tables.
Data model is implemented through the use of SQL Language
With linked tables, any number of data fields can be extracted from the two tables to created new records.

Introducing computerization is a major change in the management system
With automation, it should reduce manual work load with minimal increase in new tasks
With automation, it should reduce the number of decision points made by man in a transaction
With automation, availability of data can easily overwhelm an individual especially those not used in handling voluminous information

Therefore, there is a need for the HRDO to be ready in modifying the job descriptions and reassessment of key performance targets.
On the part of management, this is the best time to plan to readily make available critical information, generate and utilize them.

14. Human Resource Development
Pilot testing a newly installed hospital information system is not meant for debugging alone. It is also intended for the users to slowly adopt, adapt and be adept with the system.
Users training should be intensive combining classroom with individual mentoring if needed.
Management should be strong willed to continue in the face of cries, curses, shouts, etc. Thus, management should have no doubt that the systems developers are doing the right thing.
