Regular meetings of CCISP members and APESP members; Members of CCISP integrate other official bodies (e.g. CCHE-Coordinating Council of Higher Education); CCISP gives opinion on HE political issues CCISP and APESP are consultation bodies of the Minister

Main Challenges to PHE What are the main challenges which are preventing further strengthening and expansion of PHE in your country? Demographic aspects More students from VET schools If possible relate this to themes of: Regional development (networks between institutions, companies, regional authorities and VET schools) Promotion of PHE in Response to Skill Shortages Organising and Monitoring Student Placements (placements in TeSP/SCHE are compulsory) Personalised Learning Environments (promotion of innovation in teaching and learning process)

PhD programs in PHE; The designation of PHE Institutions; Qualifying more young people and working population (LLL) Promoting pedagogical innovation, teachers training and new technologies applied to teaching-learning process, linked with (applied) research PHE institutions should be one of the engines of the regional development High quality research, with highly skilled HR, adequate facilities and enough financial resources

Main Policy Priorities for PHE The Portuguese TeSPs (SCHE) Main characteristics: Created in 2014 to be developed in Polytechnics Access competitions are locally managed by HEI HEI create and manage regional VET networks, with specific vacancies for holders of level 4 coming from the network Practically oriented programs (some with PBL) with 120 ECTS: < 27 ECTS for general and scientific subjects > 63 ECTS for technical subjects 30 ECTS of internship

Final remarks TESP already represent more than 10% of 1y/1t HE students Improved articulation between polytechnics and companies and the region with more than 100 practice based research projects Companies are more involved in the design of the study programs concerning their needs Improved articulation among VET offers Provided a path in HE to VET students (EQF 4), which represent almost 50% of secondary students Polytechnic Thematic Fora improving the development and cooperation in specific fields
