El presupuesto del 2006 es el primero que asume el impacto de: Modulación obligatoria. El impacto neto de la modulación disminuirá 655 millones de euros en la subrúbrica 1 a y aumentará en la 1 b. Aplicación del pago único en 10 Estados miembros.

A fin de dar mayor transparencia y una demostración clara de la parte de las ayudas directas sobre el total de los créditos y el cálculo de la modulación, se ha modificado la nomenclatura presupuestaria para el 2006. Así, la totalidad de las intervenciones para el mantenimiento de los mercados agrícolas se reagrupan en el capítulo y la totalidad de las ayudas directas en el
