2. TIME FRAME: Training of Trainers (National Level) – 1 month
Training of Trainers (Local Level) – 3 months
Awareness Programmes – 5 months ( the programmes will be simultaneous in all the three regions in the Philippines
Follow-up and Evaluation of Programme – 3 months

3. BACKGROUND AND JUSTIFICATION:
The Public Services International, the Global Union Federation of the four major health confederations in the Philippines namely: Alliance of Filipino Workers (AFW), Confederation of Independent Unions (CIU), Philippine Government Employees Association (PGEA) and Philippine Services-LINK (PSLINK) has already a developed programme on Occupational Safety and Health. This programme was implemented for three years from and has achieved the objectives and the health workers who were union members from the different regions of the Philippines were able to receive the trainings and seminars.
This new programme “Enrichment of Public Confidence through Occupational Safety and Health, HIV-AIDS” will further enhance the OSH programme but with more emphasis on the aspect of HIV-AIDS since health workers are not aware of HIV-AIDS as an important role in OSH at the workplace.

4. TARGET GROUP AND PARTIES INVOLVED:
The four major health confederations in the Philippines are the target groups namely:
> AFW
> CIU
> PGEA
> PSLINK
The Public Services International, Employers, Trade Union Leaders, Persons with HIV-AIDS will be the parties involved.

5. OBJECTIVES:
To educate the different health union members on OSH with emphasis on HIV-AIDS.
To re-enforce policy on OSH with revisions and inclusions of HIV-AIDS.
To respond to health union members’ concerns on HIV-AIDS.
To initiate action on the health hazards of HIV- AIDS.
To coordinate with medical experts and OSH committee in implementation of the programme.
To monitor the compliance of the policy by the union in the different workplace.
To evaluate the effectiveness of the programme through surveys and questionnaires.

6. ACTIVITIES TO ACHIEVE THE OBJECTIVES:
Slogan/Poster Making Campaign
1 day-Motorcade for each region followed by an awareness and consciousness campaign program
Two days training for Training of Trainers in the National Level
One day training for Training of Trainers in the Local Union
4 hour lecture-discussion for grassroots level union members
Distribution of IEC materials
