4 Community Solar Resources Are:
Solar Photovoltaic (PV) developments of 2 to 4 MW Occupy about acres of land Have a direct connection to the local utility system Can assign electricity generation to consumer accounts served by the local utility Sometimes called “Roofless Solar” Definition specific to our region How big is 2MW? Define in lay terms Metropolitan Mayors Caucus | The Power Bureau, LLC

5 Community Solar Process
1 Community Solar asset delivers energy to the Local Utility. Local Utility delivers blended energy to consumers Local Utility applies on-bill credits to Community Solar Subscribers. Subscribers pay a portion of their on-bill credits to the Community Solar developer 2 3 6.0¢/kWh Billing Credit 4 5.5¢/kWh Subscription Payment Metropolitan Mayors Caucus | The Power Bureau, LLC

7 Community Solar in Illinois- General
Projects have been planned by solar developers – not yet built Not all will be built Majority of cost to build Community Solar resources will be supported by selling Solar Renewable Energy Credits (“SRECs”) to the utilities Most projects are proposed for siting outside of the metro region Metropolitan Mayors Caucus | The Power Bureau, LLC

8 Community Solar in Illinois - Details
Limited Opportunity Funding for approximately 117 MW of projects in the ComEd region ~187,000 MWh of annual generation ~0.2% of entire ComEd load requirements Random Project Funding Approximately 1,200MW of projects under development – 10x what can be funded A lottery will be used to randomly award projects with SREC contracts Impossible to know which projects will be available for subscriptions. Rate Complexity Not all accounts will save money with subscriptions Metropolitan Mayors Caucus | The Power Bureau, LLC

CS2 Program Collaborative community solar procurement Metropolitan Mayors Caucus | The Power Bureau, LLC

10 Community Solar Clearinghouse Solution (CS2)
Metropolitan Mayors Caucus Role: Program Sponsor Objectives: Secure cost benefits for members Meet Greenest Region Compact (GRC) goals The Power Bureau Role: Program Manager Responsibilities: Procurement – forming pools of buyers and sellers Contract management – facilitate contracts and billing Metropolitan Mayors Caucus | The Power Bureau, LLC

11 CS2 Program What we are not talking about Today
What we are talking about today Using municipal land Putting solar panels on: Municipal properties Resident’s homes Municipal Aggregation Securing community solar for municipal facilities: Credits that reduce the billed volume of electricity on monthly ComEd bills Smaller facilities (City Hall, Fire, Police, etc.) 5-15% cost savings long term Even for Franchise Accounts Metropolitan Mayors Caucus | The Power Bureau, LLC

12 Promote Sustainability
CS2 Program Objectives Capture Community Solar Opportunities for Municipalities Capture Cost Savings Identify savings Competitively source subscriptions Secure long-term cost savings Promote Sustainability Demonstrate progress towards GRC and ‘100% Renewable’ Support renewable energy development in Illinois Protect Consumers Acquire community solar at the municipal level on behalf of residents Prevent door-to-door solicitations Metropolitan Mayors Caucus | The Power Bureau, LLC

13 CS2 Program: Deliverables
developers Municipalities Long-term Agreements Creditworthy counterparties 75% Small Subscribers Transparency Technical analysis 5-15% guaranteed savings Reputable developers Competitive selection process Single price for all participants Streamlined payment process Metropolitan Mayors Caucus | The Power Bureau, LLC

14 Metropolitan Mayors Caucus | The Power Bureau, LLC
CS2 Program: Process Pre-Lottery Form Municipal Pool Collect account info Identify savings Program membership Form Developer Pool Qualify developers Set contract terms Set a single supply price Post-Lottery Finalize Pools Certify lottery results Finalize contract volumes and pricing Contract Execution Facilitate resolutions and ordinances Secure final executed contracts Management Monthly Billing Generate consolidated billing statements and payment disbursements Reporting & Support Provide municipal staff with reporting and technical support Metropolitan Mayors Caucus | The Power Bureau, LLC

15 Why Participate in the CS2 Program?
Positive Economics Smaller municipal accounts likely to secure 5-15% savings long term All municipalities have at least some accounts that will benefit – even Franchise accounts. Nominal cost to participating municipalities to defray start up costs Progress on Sustainability Municipalities can directly support new solar development in the region Can serve as a response to the growing “100% Renewable” campaigns Manageable Level of Effort Municipality provides copies of most recent ComEd bills for each account CS2 will identify which accounts can capture savings Municipality can decide whether to enroll accounts into the CS2 program Metropolitan Mayors Caucus | The Power Bureau, LLC
