INTRODUCTION: During this lesson we are going to discuss Preparing Personnel Readiness Data for the Commander Unit Status Report (CUSR) Method of Instruction. It is critical to the success of other organization to be able to implement deployed personnel Strength Reporting efficiently and effectively. The strength reporting process provides commanders with a snapshot of the personnel component of their combat power and capabilities. Every level of command develops their requirements for data elements reflected on the strength report. NOTE: Facilitate discussion to determine the students’ prior knowledge and experience with SR. Almost all students should have some experience. It is a fundamental HR task, but one that HR professionals often have a difficult time getting accurate. MOTIVATOR: Properly manning units and reporting personnel strength is vital to assuring the fulfillment of missions as a strategic element of national policy; it enhances predictability; and ensures that leaders have the people necessary to perform assigned tasks. Personnel Strength Reporting impacts the effectiveness of all Army organizations, regardless of size, and affects the ability to successfully accomplish all other HR core competencies and key functions. This is essential when determining rules of allocation and how to fill HR Squad and Postal Platoons. Terminal Learning Objective
ACTION: Demonstrate the Force Management System Website (FMSWeb) CONDITIONS: In a classroom environment, with access to a personal computer, AR Forces Development and Documentation, FMSweb reference links, FMS Business Rules, FMS How-to-Guides, and scenarios. STANDARD: Demonstrate the following: 1. Communicate the capabilities of FMSWeb. 2. Identify FMS Web login and account requirements. Navigate the functions and sub-functions of FMS Web. Export personnel authorization data from FMS Web. SHOW SLIDE 2: Terminal Learning Objective Note: Inform the students of the Terminal Learning Objective Safety Requirements. In a training environment, leaders must perform a risk assessment in accordance with FM 5-19, Composite Risk Management. Leaders will complete a DA Form 7566 COMPOSITE RISK MANAGEMENT WORKSHEET during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). No food or drink is allowed near or around electrical equipment (CPU, file servers, printers, projectors, etc.) due to possible electrical shock or damage to equipment. Exercise care in personal movement in and through such areas. Avoid all electrical cords and associated wiring. In the event of an electrical storm, you will be instructed to power down equipment. Everyone is responsible for safety. A thorough risk assessment must be completed prior to every mission or operation. Risk Assessment Level. Low. In a training environment, leaders must perform a risk assessment in accordance with FM 5-19, Composite Risk Management. Leaders will complete a DA Form 7566 COMPOSITE RISK MANAGEMENT WORKSHEET during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Environmental Statement. Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to FM Environmental Considerations and GTA ENVIRONMENTAL-RELATED RISK ASSESSMENT. OBJECTIVE: During this lesson you will learn What FMS Web is, how to log into it and the information that it can provide you. EVALUATION: You will be required to logon and navigate FMS Web and answer a series of questions at the end of this block of instruction in a Check on Learning. INSTRUCTIONAL LEAD-IN: Knowing the number of personnel and their MOSs in a unit is a key factor in determining a units capability. Communicate the Capabilities of the FMSWeb Method of Instruction: Conference / Discussion Instructor to Student Ratio: 1:16 Time of Instruction: 0 hr 5 mins Media: Small Group Instruction U.S. Army Force Management Support Agency (USAFMSA) is the agency responsible for maintaining and Documenting Manpower and Equipment Requirements & Authorizations for the Arm. FMSWeb is a website that allows authorized users to look at approved (historic, current and future) authorization documents such as (Table of Distribution Allowances-TDA, Table of Organizational Equipment -TOE, Modified Table of Organizational Equipment - MTOE, CTA, and Joint Table of Allowance (JTA)) The MTOE contains a list of authorized and required personnel by rank and MOS as well as a list of authorized equipment for each unit. FMS Web was formally known as WEBTAADS which stand for Web Based Total Army Authorization Document Systems. Today we will walk through the various ways to search and navigate thru FMS Web. We will also discuss and show you how to export the data to your desktop for so you can manipulate it in any way you want. Note: Inform students that FMS Web also contains authorization data for Table of Distribution and Allowance (TDA) units; however, the focus of this instruction is on MTOE units.

Initially you will be required to provide some personal information as well as your unit security advisor or your direct supervisor. This is just in case there are issues with your usage of FMS Web. As with any security information please ensure you read, understand and comply with all security requirements. At this time I need everyone to log onto FMS Web.

Review with the students the following: -Quick Compare – New feature -Reports Link – All Army comparison reports/POSCO/EOA/PPP -Authorizations – See UIC hierarchy. TOE – specific capability in the operating force (requirement) MTOE – actual fills (authorization) NOTE: The difference between the unit’s requirement and the unit’s authorization = RISK TDA – specific capability for the generating force, it is also a strategic document. Aug TDA – element which is forward deployed with the unit. i.e. SOC Central; units in Europe with Army Civilians authorized (Family Readiness Support Assistant) -Look Up Tool (Data Dictionary) – -Requirement Doc – Will not be covered. A new TOE Detail Line report has been added. This report presents pre-compiled TOE HQDA Approved (AL2) position and equipment details data. You can search across multiple TOEs for specific grades, ModPaths, BOIPs, LINs, MOSs, standard duty title codes, ERCs, ASIs, remark codes, duty titles and nomenclatures. You can search data at objective levels (OTOE), base or all levels. The strength quantities are set at LVL1 and cannot be changed.

Upon completion of the HR Plans and Operations Course, you are assigned as an HR Planner for the 14th HRSC. You’ve only been on the job for about 2 weeks and your supervisor is on leave. Without warning, the HRSC Director comes into your office and says he needs some information immediately for an upcoming deployment for 510th HR Company.
