LETS Most respondents know of LETS, but don’t use it.
Are you aware of LETS and the Dial-A-Ride services they provide? Do you currently use LETS for transportation? Most respondents know of LETS, but don’t use it. Many respondents (nearly 45) know of others who use LETS or reserve rides for other people. Those who do use LETS use it only a few times a year (43% of respondents), primarily to get to/from medical appointments and recreation. If options were expanded…
Transit Planning If options were expanded… The majority of respondents (57%) would definitely use an expanded transit system, and more than ¼ would consider using it. Getting to/from the Metro Airport would be the most popular use of an expanded system, followed by recreation. Strengths Out-of-County Places Where Livingston Residents are Employed Livingston County’s proximity to major cities creates transit markets for outbound trips. Flint MTA Regional Routes to Livingston County serve a growing market of transit users from outside the County. Urbanized Areas in Livingston County
Weaknesses Urbanized Areas in Livingston County Livingston County is a large service area with several difficult-to-reach locations. Limited understanding of the services that LETS offers prevents people from using them. Transit service is hindered by Livingston County’s limited number of walkable, transit-oriented destinations. Weaknesses Current transit capacity in Livingston County is insufficient to meet the level of demand. Scheduling a LETS trip is currently inconvenient. Multimodal transportation options for Livingston County residents are limited, contributing to difficult and dangerous movement around the County for those who do not drive. Opportunities Increased population and employment density as well as increased congestion on major routes may improve transit viability in Livingston County. Improved coordination among transit providers may better serve Livingston residents and workers. Transit usage may be promoted through marketing, new transit facilities, and new transit services. Opportunities Improved trip reservation, scheduling, routing, and dispatching may increase the user-friendliness and capacity of transit in Livingston County. Improve the system efficiency of current service for existing and new customers.
Improve the trip reservation, confirmation, and payment process. Upgrade scheduling and dispatch technology. Diversify the fleet to tailor to single occupancy trips. Develop an operations hub closer to Brighton. TACTICAL URBANISM Livingston County Transit Master Plan

Develop new services that expand the customer base and respond to unserved needs.
Promote transit with major employers, health organizations, and the public. Explore community-based services and/or microtransit for specific zones of the County. Explore medical-focused service. Address unmet transportation needs of people on the edges of the County and in remote areas. Explore fixed route service for the Grand River Avenue corridor connecting Howell and Brighton. Provide regional connections.
Coordinate with out-of-county transit agencies: People’s Express, MTA, AAATA, CATA, and SMART. Develop hub(s) for park-and-ride and transfers between providers. Collaborate across communities, agencies, and sectors to have transit considered as part of the County’s development. Coordinate with individual municipalities and townships and the County Planning Department to explore opportunities for Transit-Oriented Development.
