Background November 2013: DSS agreed to work towards a first framework regulation covering scope of LFS, SILC, AES, EHIS, ICT (HH), HBS, TUS as part of modernisation. Document on strategy for the modernisation of social statistics (74 pages) provided to ETS WG on 13 November These are micro data collections based on individual data on individuals and households ("surveys") Other framework regulations planned later: - population and census - aggregated data collections not based on surveys Slide Education and Training Statistics Working Group – June 2014

Why do we need framework legislation?
Part of the strategy of the ESS new "legislative architecture" facilitates planning internalises decision-making in the ESS separate policy ("what") from implementation ("how") allows ESS to organise itself to deliver results Slide Education and Training Statistics Working Group – June 2014

First draft features multi-annual planning of data collections specifies elements which determine cost of data collections: high-level list of content of data collections - "topics" and "domains" precision requirements periodicity, deadlines, sample characteristics allows for adoption of more detailed provisions through delegated and implementing acts to specify the data collections in detail Slide Education and Training Statistics Working Group – June 2014
