6 Good Faith Effort Plan (GFEP) FAQs
Q: Is the 20% SMWVB goal mandatory? A: No, but we ask primes to do their best with good faith outreach efforts. If the goal is not met, proof of outreach efforts is required with the bid. Q: What if I am having trouble finding SMWVB subcontractors? A: Please the SMWVB Program Specialist with the scopes of work you are seeking. You will receive lists of local SMWVB-certified firms to contact. Q: What if my business is SMWB-certified? Do I need to find SMWVB subs? A: If your firm is SMWB-certified, you will most likely meet the goal. However, the GFEP is a required document, and a good faith outreach effort is still necessary. Q: What if I have questions about the GFEP? A: Please contact the SMWVB Program Specialist at , or at GFEP questions can be asked at any time before deadline.

Prevailing Wage Rate and Labor Standards – Section 2.10 of the General Conditions Certified payroll to be submitted on weekly basis Wage decisions are included within the specifications Contractors to utilize LCP Tracker Site visits are random and unannounced Interviews will be Conducted and will be private & confidential Payroll records are subject to review All apprenticeship programs will need to be approved by Department of Labor prior to starting Contractors are responsible for sub-contractor payroll Late payrolls delay contractor payments from SAWS

9 Contract Requirements
Insurance– Section 5.7 of the General Conditions Special requirements on insurance are: Installation Floater is required Compliant prior to executing the contract Will ask for insurance prior to Board award to expedite execution of the contract Selected contractor must be compliant with all other contracts in order for SAWS to award the contract.

10 Bid Packet Preparation
Utilize the Bid Packet Checklist within the specifications SAWS is requesting that the company information packet, schedule statement, W-9, detailed baseline schedule, and Statement of Bidder’s Experience be completed and included by all bidders Double check all mathematical calculations and verify all extensions References and contact information must be verified prior to submitting bid(s) Addendums are now acknowledged on the Bid Proposals Check our website regularly for the addendum posting. It is possible to have multiple addendums during the time frame in addition to the scheduled final addendum.

12 Key Reminders Questions regarding the SMWVB Program, the Good Faith Effort Plan or any DBE forms, may be sent directly to SAWS Program Specialist, Susan Rodriguez up until the submission deadline. All other questions should be sent in writing to the corresponding Contract Administrator by or fax. Please identify the project by its associated solicitation number. Late bids will not be accepted and will be returned unopened. If mailing bids, ensure that sufficient time is allowed for the package to reach SAWS. If bids will be delivered in person to SAWS, Respondents should allow sufficient travel time, as well as time to check in at the guard station.

14 Contract Background (SAWS Project Engineer)
Project Overview, including: Open cut construction of approximately 9,910 linear feet (LF) of existing 2–inch and 3-inch water main to be upsized to 8-inch water main. Project is required due to the undersized pipelines and number of main breaks. Contractor is to become familiar with the plans, specifications and the project site.

16 Project Details Minimum depth for the waterline installation 5-feet in unpaved areas. Contractor to refer to Special Provisions To Technical Specifications for fire hydrant and gate valve operations Boring is required for all long services 10-inches of HMAC Type B required for all parkway backfill areas Cement stabilized backfill (6-inches) required in all areas less than four (4) feet from edge of pavement Mailbox replacements shall be accordance to TxDOT standards Coordination with US Post Office Coordination with Bexar County

17 Contract Requirements (SAWS Project Engineer)
Supplemental Conditions Contractor shall perform the work with its own organization on at least 40% of the total original contract price. Liquidated damages will be assessed as follows for final completion extending beyond contract time: Any days tallied after 42 days will be assessed as a Tier 6 rate. Detailed baseline schedule required as part of bid – anticipated NTP is 9/7/18

18 Contract Background Special Conditions Final completion of work shall be achieved in 210 calendar days. Contractor shall ensure proper notification is given to stakeholders and the public within the project limits Contractor shall abide by all permits and the identified requirements. Contractor shall provide Sequence of Work Plan submittal prior to construction start. Water pipeline division valves shall remain closed at all times.

20 Contract Background (SAWS Inspector)
Prior to commencing work, contractor must submit and receive approval of the following: Traffic control plan Construction Schedule Pre-site video Lease agreement There will be one pre-construction meeting. Remaining submittals will be required Contractor must submit a Work Progress Schedule within 10 days of NTP and monthly thereafter Contractor will be responsible for obtaining additional ROEs

21 External Agency Permit Requirements (CoSA, TXDOT, etc.)
Contract Background External Agency Permit Requirements (CoSA, TXDOT, etc.) Contractor to follow requirements identified in Bexar County permits Changes in field that are cited by a Bexar County Inspector will require concurrence and approval from the SAWS Inspector first. Tree Permit and Storm Water Pollution Prevention Plan will be reviewed and approved prior to construction; however, contractor is responsible to obtain (pull) these permits Contractor shall be responsible to coordinate and obtain Bexar County Right-of-Way Permits If contractor wants to work weekends, notification is required 48 hrs. in advance to SAWS Construction Inspections. Requests should be send to

22 Contract Background All RFI’s, RFP’s, submittals, and any other items related to construction must be uploaded and processed via CPMS No work can be performed by the contractor unless the cost for that line item is on the contract. All traffic control plans must be submitted and approved by engineer of record, permitting agencies and SAWS.
