3 1. General information about TF1
TF1 working scope To prevent the person from electric shock . TF1 working objective To form the requirements in the GTR regulations. 4 2. TF1 working progress The 4th EVS meeting TF1 was set up.
TF1 discussed the requirements and test procedures of insulation resistance proposed by FAW(China). The 6th EVS meeting EVS IWG asked TF1 draft a proposed text for inclusion in the draft GTR. The 7th EVS meeting TF1 proposed draft to the EVS IWG. The 8th EVS meeting TF1 experts reached an agreement about the draft except one open issue—detailed parameter of the flooding test procedure. The 9th EVS meeting The flooding parameters were discussed (EVS-08-17e) but without reaching any agreement. REESS immersion test at pack level which was agreed to be discussed TF1.

5 2. TF1 working progress The 10th EVS meeting
Conclusion All contract member’s agree with including water test in phase 1 and the draft proposed by china. Open issues Whether the vehicle equipped with isolation monitoring systems need to be tested. The 11th EVS meeting All contract parties confirm the significance of water test and agree with including water exposure test in phase 1. “Double or more layers of solid insulators" was raised as an exemption for water tests, but was not agreed by all the members. The option for application of water test has not been decided.

6 2. TF1 working progress Progress after EVS 11th Meeting
Aug 9th , Beijing China China and Japan made F2F meeting discussing the open issues, and China and Japan have reached an agreement with “Double or more layers of solid insulators" and “2 options for vehicle application for this requirement”, the two issues should be discussed with all CPs and organizations involved. China collected opinions about the 2 open issues from TF1 members by . US : Do not support any exemptions for water test. “We can support the water test parameters but do not support any exemptions.  As discussed at the last IWG, the US would propose to consider 2 options for vehicle application for this requirement: (1) EVs with exemptions and (2) All EVs. ”

7 3. Open issues Open issues of EVS 11th meeting:
1. “Double or more layers of solid insulators" was raised as an exemption for water tests. At present, there are no specific requirements or test procedures for "double or more layers of solid insulators, barriers or enclosures" in standards and regulations. Suggestion from China and Japan: This issue need more time to research,Japan and China advice to postpone it to phase II.

8 3. Open issues 2. US proposed water test could be introduced in GTR as a contracting party option. US summarized the application discussion points as follows. Option 1 Option 2 or Requirements Requirements Vehicle water test for all EVs: Vehicle water test for all EVs: Flooding Flooding Washing Washing Exemption for EVs equipped with: Isolation resistance monitor + Warning + Verification of monitoring function or two or more layers of solid insulators Opinion from China and Japan: China and Japan can support the US proposal. Although China and Japan have reached an agreement, the two issues should be discussed with all CPs and organizations involved.
