What is SDWIS BPA? An EPA contracting service support primacy agency’s needs to procure technical assistance in transitioning and using SDWIS Prime and/or CMDP Features : Bidding proposals: evaluation process & quotes selection Processing time : about 6 months Performance period : 5 years -- 1 base & 4 options (end by 2/2021) Funding: by each year contract Two vendors: Eastern Research Group, Inc. (ERG): 2 subcontractors -- Cadmus and Global Environmental Consulting (GEC) Peridot Solutions, LLC: 2 subcontractors -- Radiant Creative Group, LLC and Indus Corporation 1/13/2019

Analysis and technical capabilities Management expertise Functions and/or processes development 1/13/2019

Transition planning and/or transition management Data mapping; data migration activities from State databases to SDWIS Prime Data quality; data clean-up activities Interfacing application development or modernization Modifying the published SDWIS Prime code to expand functionality or customize the user interface Build reporting service using COTS or open source 1/13/2019

Development and implementation of standard and/or custom reports Web Service(s) and Rest API development State or Fed database creation using SDWIS Prime data (i.e., a State data storage using extracted Prime data) Ad hoc query development and support Develop training content and materials that can be delivered in documentation, via webinars, or from a classroom. Technical consulting related to SDWIS Prime usage. Examples, alternative analysis, cost/benefit analysis, white paper, technical documents, etc.) 1/13/2019

BPA Process 1. Complete BPA Templates -- (1) Statement of Work request for quote (SOW RFQ) and (2) Independent Government Cost Estimate (ICGE) 2. Send Templates to EPA COR ) 3. Address Comments /Feedback -- to SOW RFQ 4. Review Vendor’s Quotes -- Evaluate vendors’ Technical & Cost quotes & recommend a selected vendor 5. Submit Purchase Request (PR) -- for awarding work order 1/13/2019
