One tested horse exceeded the current 60-day CEM region visitation rule and required CEM quarantine (New York).

16. Export of Horses to Mexico: (Including requirements for slaughter horses)
Horses (other than slaughter) exported to Mexico must be identify by: marks (silhouette), tattoo or microchip.
The health certificate must include the testing laboratory, and the date the equine infectious anemia (EIA) blood sample was obtained from the horse (within 60 days prior to exportation).
Slaughter horses to Mexico must be free of ticks; horses with ticks will be rejected. Health certificate and an affidavit must be presented to Mexican officials at the port of entry.
Animals must be identify by microchip.
No EIA test

Reviewing biosecurity standards for quarantine stations
No authority to require identification of animals rejected for entry

19. Microchip Identification of Imported Horses
Identification requirements for import follow domestic movement requirements
Acceptable forms of identification include: microchips, tattoos, and descriptions (including markings).
Use VSPS to capture microchip numbers when present
One thing to consider is the current laws of the southern border states, such as Texas, Arizona, New Mexico and California’s concerning intrastate movement. Are Coggins required in these States for intrastate movement?

20. OIE Map of EIA Prevalence, May 2018
Disease prevalence is shared between ourselves in the U.S. and Mexico. Interesting to point out that according to the map, Canada and the Caribbean islands including Cuba have EIA being present.

21. Illegal Horses Identified Moving From Mexico to the United States
FY 2018 – one case of alleged illegal import – closed, with no violation found.
Currently, 4 open cases ongoing; additional 3 open cases that may involve illegal import..

Day CEM Region Visitation Rule: the proposed rule change is being drafted.
considering options to address this in advance of a rule change

23. Saudi Arabia Review
APHIS has evaluated and recognized Saudi Arabia as free of AHS.
No indication additional review is needed at this time.
OIE current status for Saudi Arabia is no incidence of AHS.

24. Equine Testing Working Group, 2018
Testing of Equines During Import Quarantine (VS Guidance ) was finalized to detail the official disease testing methods and protocol for the approval of equine imports to the United States.
