Purpose: To inform and Study Group 3a on European UWB standards and regulatory development that may impose more stringent emission limits on a UWB PHY standard.

Worst case theoretical analysis results are often more severe than worst case ‘real life’
Strict European regulations could needlessly restrict deployment in Europe of UWB transmission schemes that produce far less interference
Asia may follow European lead to strict UWB regulations
Time is short: CEPT SE24 is finalizing their interference study in December 2002

Recommendation
should provide to TG31a transmission parameters for UWB schemes that it is considering
UWB technology companies should participate in the European frequency sharing studies
Consumer Electronics and PC companies should let European regulators know the potential public and economic benefit of a future UWB PHY
Action must be taken at the TG31a 7-8 October meeting and the SE December meeting
