Submission Title: Status Report of European UWB Regulatory Activities
<September, 2001> doc.: IEEE <01/304r2> September, 2002 Project: IEEE P Working Group for Wireless Personal Area Networks (WPANs) Submission Title: Status Report of European UWB Regulatory Activities Date Submitted: September 17, 2002 Source: Bob Huang Company: Sony Corporation Address:One Sony Drive T1-12, Park Ridge, NJ 07656 Voice: , FAX: Re: A brief oral report of the European regulatory activities was given at the opening session of in Monterey (9 Sept). This is documentation of that report with some added clarifying details. Abstract: This document provides information concerning the status of UWB standards and regulatory development in Europe. Purpose: To inform and Study Group 3a on European UWB standards and regulatory development that may impose more stringent emission limits on a UWB PHY standard. Notice:This document has been prepared to assist the IEEE P It is offered as a basis for discussion and is not binding on the contributing individual(s) or organization(s). <September, 2001> doc.: IEEE <01/304r2> September, 2002 European UWB Regulatory Activities ETSI TC ERM TG31a, Review of status Position aligns with FCC spectrum mask for in-band limits There is strong pressure from Administrations (regulatory agencies) to protect primary services such as FS, MS, etc (see notes for more) These services are Are ‘big money’ Service providers have long relations with regulators Well understood by regulators Pressure came at the May ’02 meeting in Mainz and in CEPT SE24 Studies for frequency sharing with: Fixed Services (FS) GPS, Galileo, Glonass Mobile Satellite Service (MSS) Earth exploration satellite Service (EESS) Radioastronomy (RA) DVB–T T–DAB Bluetooth PCM/GSM Aeronautical services UMTS Radio LAN Amateur Service Bob Huang, Sony Electronics Masa Akahane, Sony Corporation

<September, 2001> doc.: IEEE <01/304r2> September, 2002 European UWB Regulatory Activities Where are the European regulations really developed? ETSI ERM TG31 CEPT SE24 What is CEPT SE24? CEPT is the regulatory organization: Conference of European Post and Telecommunications Deals with sharing criteria and protection from interference Performs technical analysis with technical input from ETSI and other sources (e.g., ITU-R) Bob Huang, Sony Electronics Masa Akahane, Sony Corporation

<September, 2001> doc.: IEEE <01/304r2> September, 2002 European UWB Regulatory Activities Concerns: Worst case theoretical analysis results are often more severe than worst case ‘real life’ Strict European regulations could needlessly restrict deployment in Europe of UWB transmission schemes that produce far less interference Asia may follow European lead to strict UWB regulations Time is short: CEPT SE24 is finalizing their interference study in December 2002 Bob Huang, Sony Electronics Masa Akahane, Sony Corporation

<September, 2001> doc.: IEEE <01/304r2> September, 2002 European UWB Regulatory Activities Recommendation should provide to TG31a transmission parameters for UWB schemes that it is considering UWB technology companies should participate in the European frequency sharing studies Consumer Electronics and PC companies should let European regulators know the potential public and economic benefit of a future UWB PHY Action must be taken at the TG31a 7-8 October meeting and the SE December meeting Bob Huang, Sony Electronics Masa Akahane, Sony Corporation
