Up until 1925, the Bill of Rights applied ONLY to the federal government Barron v. Baltimore (1833): Supreme Court stated the Bill of Rights did NOT apply to states Gitlow v. NY (1925): Supreme Court began stating the Bill of Rights applied to states Why the change?
