The National Centre for Animal Identification and Registration
The “National Center for Animal Identification and Registration” (CSN) was instituted on March 2, 2001, as an operative agency of the Ministry of Health, at “IZSAM" in Teramo, where it can have benefits from the experience of the “National Centre for Veterinary Epidemiology, Planning and Information” (COVEPI), already activated there. On behalf of the “Department for Veterinary Public Health, Nutrition and Food Safety” of the Ministry of Health, the CSN took charge of the design, implementation and management of the National Database (BDN) of the farms and animals, starting from Bovine species.

The CSN in IZSAM The CSN is a department of the “Information Technology Laboratory” (CED) of IZSAM and its staff works in close collaboration with other departments, especially: “Software Development” and “Telematics” (CED); “Risk Analysis National Reference Centre”, “Epidemiology”, “Statistics and GIS” (COVEPI)

The Staff of CSN The staff of CSN consists of 36 people:
20 Information Technology specialists as: IT managers Project Managers Analysts Software and Database Developers Web Designers 4 administrative clerks 12 operators for Help Desk e Customer Application Support. They have support of DBAs, GIS experts, Network Administrators, Security Administrators, employed in different departments of IZSAM. The staff is involved also as teachers in training sessions about Animal Identification and Registration System and practical use of related web applications.

Italian National Database (BDN)
The BDN is operative since 2000 and collects, in accordance with Reg. EC 1720/2000, the data of all holdings and animals present on the national territory, starting from bovines. In following years BDN included at first small ruminants (Reg. EC 21/2004) and then porcine (Dir. 2008/71/EC), poultry, equines, bees and aquaculture establishments. EC recognized the fully operational character of the Italian database for bovine animals with Decision of 13 February 2006.

Software Applications for BDN
Software applications developed by CSN are Web and Mobile Applications in Internet Information are recorded in BDN in real time The breeder is responsible of all registration related to his own herd (births, movements, deaths and so on) and he can update BDN by himself, using web applications, or delegate another person to do it; BDN information are supplied to different Information Systems, via Web Services BDN BDR BDR users BDN users HTML SOAP

CSN designs, implements and manages others Web Applications in order to collect data about Animal Helth; all information are related to herd and animals data, registered only into BDN. WAHID ADNS

All applications are accessible from Veterinary Information System web portal after user authentication.

User authentication Digital certificate
Every person who enters or changes data in BDN should be recognized by the system. Authentication is based on the technology of digital certificate. Each user must be equipped with a valid digital certificate issued by a Certificate Authority

Since BDN was first activated, CSN has provided more than smart cards carrying digital certificates.

Information collected in BDN
BDN is the Official National Registry for: farms (identified by unique national farm code, address, geographical coordinates); owners and breeders; herds of Cattle and Buffaloes, Sheep and Goats, Equine, Pigs and wild boars Poultry, Bees Aquaculture estabilishment

Information collected in BDN
In addition BDN collects: Information about single animals (Cattle, Buffaloes, Sheep and Goats) Movements of animals , with origin, destination and date Each other main event in animal life, as death, loss or theft Periodic census of herd (sheeps and goats, pigs and wild boars) Also information about slaugtherhouses are recorded in BDN and all slaughters of animals, with date and origin.

Also an annual Cattle Book is downloadable from public home page.

BDN data on GIS Data from BDN are basic for data analysis and statistics for epidemiological purpose; such information can be viewed and queried on maps and GIS.
