Victims' survey Regulation proposed by the Commission in June 2011
Discussed at the Council in Autumn 2011 Final text accepted in December by a qualified majority First discussed at the EP in January 2012 Hesitations and mixed feeling expressed by the rapporteur and the shadows Several meetings and notes to try to clarify at the technical level In May, decision not to run the survey in 2013

Rejection vote A rejection is currently planned for the 11 October
Arguments: Existence of data (police records) But: not all victim crimes are reported/recorded police records lack comparability across EU No added value at EU level But: value has been emphasized in The Hague and Stockholm programmes data on victims requested by the EP itself, in the victim's support directive Cost Some issues about methodology (sample, precision, subjectivity, relevance of some items) Concerns on confidentiality Only a strong political demand emphasizing the importance of SASU could change the situation
