Task 2 Description of 17 Pilots
Web-based questionnaire will be sent to contact points when most pilots have been completed (September 2009?) If data are made available, Tilburg will set up a meta database with findings from the pilots that allows for comparisons with data from ICVS surveys

Tasks 3 and 4, Assesssment of Pilots and Final Proposal for Module
In depth consultation of 5 stakeholders per Member State (Statistics, Justice, Interior, Police, Universities) through Delphi procedure Members of Working Group will be invited to participate and to nominate other stakeholders

Delphi procedure Stakeholders are consulted in a structured and transparant way about the importance of possible questions and other issues Rating of questions on scale of importance (average scores and SD as indicator of consensus)
