Sirpa Lusa, Kimmo Saarinen, Veikko Louhevaara
2
Background part of the Action Programme in Security Occupations by the FIOH increasing need of security workers due to international conflicts, violence and the abuse of drugs security workers need to have special physical and mental capacities ie., good work ability effective and feasible workplace health promotion (WHP) activities necessary in Finland, based on the comprehensive concept of the promotion of health and work ability Enwhp / FIOH / Sirpa Lusa /
3
Objective to develop and evaluate a method for assessing the quality of the promotion of health and work ability in security organisations to generate good practices for the implementation of good WHP measures in security organisations Enwhp / FIOH / Sirpa Lusa /
4
Subject organisations and network
Military and the Customs served as pilot organisations other security organisations belonging to the Actions Programme in Security Occupations such prison workers and police officers, experts of the FIOH the team consisted of professionals in the field of administrative and quality management, supervising, quality planning, and occupational health services 20 meetings and three larger expert seminars funding from the Ministry of Labour, the pilot organisations and the FIOH Enwhp / FIOH / Sirpa Lusa /
5
Phases of the project (1)
kick-off meeting literature search analysis of the WHP activities in the pilot organisations familiarization for various quality systems used in security organisations Enwhp / FIOH / Sirpa Lusa /
6
Principal framework Quality criteria and questionnaire for self-assessment "Healthy Employees in Healthy Organisations - Good Practice in Workplace Health Promotion (WHP) in Europe by the Network of the European Union Based on the EFQM Excellence Model Finnish framework (inside the items) Enwhp / FIOH / Sirpa Lusa /
7
Finnish framework of WHP

8
Phases of the project (2)
development of the first version for the items and criteria for assessing WHP activities in security organisations The Military and Customs tested and developed the usability and feasibility of the first version of the method for the self-assessment and continuous development of the WHP activities, and for the reduction of health and safety risks at work structural modifications and new items Enwhp / FIOH / Sirpa Lusa /
9
Sectors of the questionnaire (6 sectors, 38 items)
Enwhp / FIOH / Sirpa Lusa /
10
Examples Sector 1. Human resources and organisation:
Are all the staff given the opportunity to actively participate in workplace and safety matters? Sector 2. Corporate policy: Are WHP measures integrated into the existing structures and processes of the organisation? Sector 3. Planning: Are the WHP measures based on a careful and regularly updated analysis which is based on important work- and health-related information? Enwhp / FIOH / Sirpa Lusa /
11
Examples II Sector 4. Social responsibility:
Has the organisation taken clearly defined action to reduce detrimental effects on people and the environment? Sector 5. Implementation: Are all measures systematically evaluated and continually improved? Sector 6. Effects: Do you systematically determine the effects of WHP measures? Enwhp / FIOH / Sirpa Lusa /
12
Rating scale for the assessment
A = achieved results are outstanding due to exemplary function (excellent) B = clear indication of implemented good PHWA activities including some weaknesses (good) C = some signs of the actual development can be seen (moderate) D = no WHP activities. Maybe some ideas exist but in general wishful thinking prevails (poor) Enwhp / FIOH / Sirpa Lusa /
13
What is excellent/poor?
common criteria for every item have been created concrete criteria of own work place: what does this mean at our work place? Results attained level (%) total or by sectors (6) Enwhp / FIOH / Sirpa Lusa /

Conclusions In-depth discussion of the definitions and frameworks concerning WHP activities is very important Local structures and policy of WHP activities had to be taken into account Current version of the method for the assessment of the quality of WHP activities seems to be valid, reproductive and feasible Method helps the evaluation of the entire WHP process Method suits for self-assessments, benchmarking activities and external evaluations in security organisations Other kind of organisations has been interested as well Enwhp / FIOH / Sirpa Lusa /
17
Finally Good practice seem to be to create own criteria for every item within the own work place! The method is an instrument, it helps to develop WHP activities at work places, but it does not develop anything by it selves. Enwhp / FIOH / Sirpa Lusa /
