PENNSYLVANIA Serves the City and County of Philadelphia. Population of approximately 1 ½ million people. Largest court in the state by a significant margin.

3 FIRST JUDICIAL DISTRICT
PENNSYLVANIA 98 Common Pleas Judges (general jurisdiction) judges. 33 Magisterial District Judges (limited jurisdiction judges). Numerous hearing officers, hearing masters and judges pro tem.

4 3 major courthouses. Several satellite operations.

5 Court Administrator elected by the Common Pleas judges.
Serves 4 year term. Rarely removed until he/she decides to retire.

6 Approximately 1850 employees.
Some unionized. Some serve at the pleasure of the individual judge.

7 Judges state employees.
All others are City employees. City provides most of the court’s operating budget.
