Strength of audit cycle has improved (but still only at 38%)
SAI strategic planning – 94% of SAIs have adopted plans
Negatives
Decrease in CA and PA coverage (only at 40% & 20%)
Independence – 36% removal of head of SAI in hands of the Executive
Budgetary independence decreased to 22%
Performance assessments – only 37% since 2014
Quality assurance – only 43% have implemented QA systems
