It requires the connectivity of all other HR functions and multifunctional programs. HR Managers must ensure that the information they provide to commanders is timely and accurate. This information assists commanders at all levels in making sound decisions in a timely matter whether it concerns Soldiers in AC, ARNG, AR, and includes retirees. As the Army leaps forward, HR Managers must be prepared to provide commanders with the most updated information on Soldiers via new HR system integrations and current systems. The Army’s current corporate database is the Total Army Personnel Database (TAPDB). TAPDB supports the AC, RC, and NG. Most of the personnel automation systems in use interfaces with or updates TAPDB. In the current operating environment, AC, ARNG and AR are supported by separate databases. Due to the integrated nature of current personnel systems and databases, it is essential for all HR professionals to ensure accurate and timely updates on systems they operate. The Army G-1 manages most automated personnel information systems through Human Resources Command (HRC). The goal of PIM is to ensure timely and accurate personnel data on Soldiers and civilians to commanders and other decision makers that affect other HR core competencies. Current legacy systems rely heavily on the HR provider to understand the underlying business processes involved in updating and storing personnel data. Future systems will move toward a more integrated concept with automated processing of the business processes. Additionally, these future systems will consolidate personnel and military information in a single database. As this transition happens, HR providers must understand the linkage of how one process affects/updates other processes. ITAPDB integrates individual records from four physical TAPDB data bases into a single physical data base.  This slide shows the database relationships between components. Ownership rules determined by the three Army components are applied, so ITAPDB shows which component “owns” the Soldier at the time the records are loaded. The ITAPDB is completely refreshed daily by the component TAPDB (AO, AE, R, and G). The ITAPDB can only maintain one record per social security number at a time. An agreement has been made that the ITAPDB will only receive inputs from the database which controls the Soldier all of the time; therefore, ITAPDB receives data on RC Soldiers only from TAPDB-R and TAPDB-G, whether the Soldier is mobilized or not. The system of record while mobilized, eMILPO, does not provide data to RC, so as S-1s submit status changes in eMILPO to update the TAPDB AO and TAPDB AE databases, identical transactions must also be performed by the reservist’s garrison HR provider to ensure the mobilized Soldier’s status is accurately recorded in the ITAPDB. During de-mobilization, an information bundle for AR Soldiers can be sent from the AO or AE database back to the TAPDB-R to ease the demobilization process; however, that transfer must be done manually for ARNG Soldiers. By policy, the TAPDB-G will not receive an electronic transfer from the TAPDB AO and TAPDB AE databases. Instructor Note: poll/ discuss with students some of the results of ITAPDB’s input cycle and the electronic transfer rules.  Issues for NG/ RC.  Delay between systems as inputs are pending to ITAPDB. Once documents are uploaded, the RM will verify that the document resides in the AMHRR by manually checking the iPERMS system. The AMHRR is a permanent record remaining under Army control for 62 years from a Soldier’s final separation date to include retirement, separation, and death. Upon the first day of the 63rd year records are transferred to the control of NARA . The AMHRR is initiated when a Soldier becomes a member of any Army Component. The responsible custodian is determined by the Soldier’s status during entry. Shown are the different purposes and custodians for the AMHRR. The AMHRR is the historical and authoritative source for authentication of veteran or Service-related benefits, entitlements, and services. AC commissioned and warrant officers: The AMHRR is started and maintained by the CDR, HRC upon receipt of an accession packet from ROTC, OCS, or USMA. AC enlisted Soldiers – The AMHRR is created and maintained by the CDR, HRC upon receipt of an enlistment packet from the MEPS CDR. AR Soldiers AMHRRs are started and maintained by the CDR, HRC upon receipt of an officer accession packet or an enlistment packet from the MEPS CDR. ARNG Soldiers will have their AMHRR started and maintained as follows: - Officer and warrant officer AMHRRs are created and maintained by the Chief, National Guard Bureau (NGB). - Enlisted Soldier AMHRRs are created and maintained by the Soldiers’ State AG.

Within the AMHRR there are various folders that house information regarding an individual military career. Not every Soldier and subsequent AMHRR will have the same number and type of folder. The type and number of folders contained within the AMHRR differ based on career path and status. Only those documents listed in AR , Appendix B are authorized for filing in the AMHRR and. Depending on the purpose, the documents are filed in one of the following sections: Performance: The “Performance” folder maintains performance related information to include evaluations, commendatory documents, and specific disciplinary information and training/education documents. Service Section: The “Service” folder maintains general, administrative, and Service documents. The “Administrative” folder maintains general administrative data. Restricted (R) Section: The “Restricted” folder maintains documents that may normally be considered improper for viewing by selection boards or career managers. Medical: The “Medical” folder maintains permanent health information, such as a permanent physical profile or physical health assessment. Other: The “Other” folder maintains finance documents. c28.s10 SHOW SLIDE: LOG IN PROCEDURES FOR eMILPO NOTE: Authentication for eMILPO occurs through the AKO logon process. With single sign-on, you log on through AKO and are authenticated for those systems to which you have access. Once authenticated and granted access to AKO, you can launch eMILPO via the AKO Portal and access the system without having to reenter your ID and password. The following procedures are for training purposes: Issue all of the students an eMILPO training database username and password. (1) The user name will be c??.s?? (2) The first pair of question marks represents the classroom. (3) The second pair of question marks represents the student number. (4) The user name for student 10 in classroom 25 will look like this: (c25.s10). (5) The password will be plus four numerical digits that will be given to you and will look like the example on the slide above as: NOTE: SSN and UIC searches within eMILPO database will require class number and student number substitution ie. SSN: xCL-xx-xxSN UIC: W2CLSN Click “OK” to proceed.

AHRS Web Portal Page—lists and provides access to the AHRS’ Family of applications. The following applications and options are available on this page: • eMILPO—Provides management capability to personnel data, readiness, strength accounting, and multi-component reports at all levels. To access eMILPO on the portal page, click on the link. • AHRS Enterprise Datastore—Provides an enterprise view of Army Personnel assets and skills across and within PPAs. • OMPF Online—If authorized, allows you to review your Official Military Personnel File online. • DEERS—If authorized, allows you to change your address and your authorized dependents’ addresses in the Department of Defense Enrollment Eligibility Reporting System (DEERS). • Promotion to 1LT/CW2—The Junior Office Promotions Web site allows you to process the promotion to the ranks of 1LT and CW2. • Promotion Worksheet—Allows you to access the Enlisted Records Center automated promotion worksheet. • eMILPO Reports NOTE: Hover over the hyperlinks to view a description of the application. SHOW SLIDE: DOD SECURITY STATEMENT c. Upon clicking the eMILPO hyperlink on the AHRS Web Portal page, you will be prompted to view a standard DoD Security Statement acknowledging the level of security involved in accessing a DoD application. Click “Accept” to proceed to the eMILPO login authentication. NOTE: The eMILPO Main Menu provides access to the functionality available within the application. The system also tracks your last successful login and displays the corresponding date and time. Each eMILPO functional area is a hyperlink on the Main Menu. You can only access functionality that you are authorized to access. The functional category of Personnel Services provides functions for maintaining the Soldier’s personal, Family, emergency notification, education, awards, and miscellaneous data. The functional category of Personnel Accounting provides functions for strength accounting, strength balancing, mobilization, loss, transition, changes in duty status, and assignment. The functional category of Readiness provides an aggregate view of a unit’s personnel, strength, and readiness status. The category of DTAS provides you with the ability to generate a DTAS Soldier Record data file in Extensible Markup Language (XML) format and to upload data from a Tactical Personnel System (TPS) TRN file. The functional category of Reassignments provides functions for processing Soldier reassignments, including the scheduling and tracking of reassignment briefings.

The PERSTEMPO category provides the ability to perform Congressionally-mandated tracking of Soldiers’ deployed time away from home. Workflow provides automatic notification to the units and authorized personnel of task actions they need to perform for Soldiers within the units . The functional category of Promotions provides functions for advancement/reduction/correction actions and lateral appointments according to Military Personnel Classification (MPC). The category of System Services provides user management capabilities for authorized users and allows access to related eMILPO documentation. NOTE: Follow Instructions below for initiating transactions within the eMILPO database. Step 1: To initiate the process of adding, updating, or removing data , you must first build a Soldier list. Step 2: Expand the Search Criteria picklist and select a search criterion. You can select from the following choices: SSN (using all nine digits), Last Name, or UIC. Step 3: Enter a value for the selected criteria in the text-entry field . NOTE: For the following transactions, Select “SSN” and enter “(9CL-01-71SN) Step 4: Click “ADD” to add the selected search criteria/value combination to the Selected Criteria text area. Step 5: When building the search criteria, you can select between “Assigned Soldiers” or “Attached Soldiers” to narrow the search results. The system defaults to “Assigned Soldiers”. (stay here)
