2 New Police Reforms Crime was breaking out in the early 19th Century.
Many of the middle class were beginning to fear the poor and see them as a threat. In the beginning of the 19th century quite a few states established civilian police forces. They hoped that their presence would stop crime.

3 French Police The first appearance of policing was in France in 1828.
The prefect of Paris Louis-Maurice Debelleyme felt the need to keep his people safe. These policemen were known as Serjents. They became visible on Paris streets in March 1828.

4 British Bobbies The British police force was named after Sir Robert
Peel after he created the force. Their objective was to create order and render it impossible to create a crime. British police began to develop a sense of professionalism.

5 Spread of Police Systems & Other Approaches to the Crime Problem
Germany modeled their police force after the British Bobbies. Germany went a little more extreme. Many different groups of people had very different perspectives on the reason why crime is increasing. Some groups took action.

6 Prison Reform In the local prisons the British and French weren’t seeing much of a change in the prisoners like they hoped for. The British and French sent missions to America to gain research. After they obtained their information the British tried America’s strategy. Yet the French Decided to go back to their old ways.
