Reducing Energy Use in State Buildings
DMB Shall establish an energy efficiency savings target Attain a 10% reduction in energy use by December 2008 Attain a 20% reduction in grid-based energy purchases by December 2015 (When compared to energy use and purchases for fiscal year ending 9/30/2002)

Measurement and Conservation
Develop by July 1, 2008, a process for measuring energy consumption to be used by all state departments…in a common and consistent manner. The process shall include a mechanism to calculate each principal department's carbon footprint. State departments and agencies are directed to take all necessary steps to conserve energy and enhance energy efficiency consistent with this Directive...

BOEMN is an infrastructure for building operations, energy controls and communication which consolidates the monitoring and management of all HVAC, lighting, elevators, and energy metering into one system.
