2 Introduction State of Michigan Department of Management and Budget
Office of Facilities Administration Division of Building Operations Building Operation and Energy Management Unit 2

3 37 facilities managed by Building Operations Division
Energy Expenses Fiscal year 2005/2006 37 facilities managed by Building Operations Division

4 Executive Directive No. 2007-22
Effective November 14, 2007 ENHANCED ENERGY EFFICIENCY AND CONSERVATION BY STATE DEPARTMENTS AND AGENCIES (Executive Directives and rescinded.)

5 Reducing Energy Use in State Buildings
DMB Shall establish an energy efficiency savings target Attain a 10% reduction in energy use by December 2008 Attain a 20% reduction in grid-based energy purchases by December 2015 (When compared to energy use and purchases for fiscal year ending 9/30/2002)

6 Measurement and Conservation
Develop by July 1, 2008, a process for measuring energy consumption to be used by all state departments…in a common and consistent manner.  The process shall include a mechanism to calculate each principal department's carbon footprint. State departments and agencies are directed to take all necessary steps to conserve energy and enhance energy efficiency consistent with this Directive...

7 Implementation Plans Develop Goals Develop Required Relationships
Departmental External (working with local markets) Develop Required Relationships DIT (Telecom and OES also) Software Requirements & Capabilities Working With Existing Systems HVAC Elevators Utilities Lighting

8 Early Goals Reduce proprietary systems and move toward open architecture. Establish communication interconnectivity capability among various vendors’ equipment. Permit/Enable competitive bidding. Establish uniform and secure interface to all building systems—enhancing security.

9 Early Goals (Continued)
Real-time monitoring of utilities and building control systems. Reduce the state’s dependence on outside vendors for the system’s operation. Improve elevator control and monitoring while taking advantage of existing infrastructure for cost savings. Enable and consolidate energy metering capabilities.

10 Partnerships = Streamlined Process
DMB, DIT, Telecom, OES Developed an understanding of terminology Determine Areas of Responsibility Develop/Enhance Trust Identify Security Issues & Concerns Develop pre-approval process for equipment

11 Why Work with IT? Averaged Statistics from 2006
Widespread use of botnets to distribute SPAM and Virus s 249,649 daily SPAM and Virus s blocked 31,121 daily web defacement attempts 18,986 daily scanning attempts for unauthorized access 8,693 daily Internet browser based compromise attempts

12 Spam and Virus E-mail Blocked by Office Of Enterprise Security

13 Software Requirements
Integrate diverse systems and devices. Web-based environment. Future expandability. Distributed, open environment. Real-time information sharing. Integration into existing IT architecture.

14 Software Research Conclusion Niagara Framework
To integrate all types of embedded devices into a single, truly interoperable system, regardless of protocol To be able to control and monitor sites over the Internet To be able to collect and analyze data from all types of systems and locations To reduce energy usage and save money

20 Typical Integrated System Today

21 Building Operations & Energy Management Network (BOEMN) Initiative
BOEMN is an infrastructure for building operations, energy controls and communication which consolidates the monitoring and management of all HVAC, lighting, elevators, and energy metering into one system.

22 BOEMN HISTORY The First Trane HVAC system was integrated in 2006 inside the G. Mennen Williams Building

23 BOEMN STATUS BOEMN is currently operational
* Lansing Grand Rapids Dimondale BOEMN is currently operational in 7 State of Michigan buildings within 3 cities.

24 BOEMN FUTURE Within 3 years, DMB plans to install BOEMN
* Lansing Grand Rapids Dimondale Escanaba Within 3 years, DMB plans to install BOEMN in 30 additional State of Michigan buildings. Traverse City Saginaw Flint Jackson

25 BOEMN Innovations - 1 Monitor service needs and energy use on a state-wide, group or individual basis Access to all usage data Ability to perform normalized cost and use analysis Ability to more accurately predict future maintenance and energy needs

26 BOEMN Innovations – 2 Reduce proprietary systems
Move toward open architecture Establishes communication interconnectivity Unlocks and consolidates data for existing systems Enables Plug and Play functionality

27 BOEMN Innovations – 3 Enables and consolidates energy metering capabilities Remote web access to system Modify control settings from any network location Works from multiple workstations Real-time monitoring of energy and water usage

28 BOEMN Innovations - 4 Uses existing Wide Area Network, web systems and IT products Facilitates competitive bidding Provides “Best of Breed” options Establish uniform and secure interface Reduce dependence on outside vendors

29 BOEMN Cost Advantages More efficient energy management = LOWER COSTS
Saves $400,000 annually through cancellation of sole source maintenance agreements Saves up to $500,000 per building on service bids
