3 Senate Bill 216 Early Childhood grade bands Timeline for transition from P-3 to P-5
Timeline: Fall 2019 EPPs begin curriculum conversion to align to new CAEP Elementary standards*. Spring 2020 ODE Office of Educator Licensure offers P-5 as an option for e-signing. Fall 2020 First Semester First-Year students begin under P-5 program requirements, no new students enrolled into early childhood licensure programs. (Programs may start as early as Fall 2019, but no later than fall 2020.) June 30, 2024 Last issuance date for p-3 licenses. Only candidates on teach-out lists submitted that spring will be granted a license after this date. Dual licensure programs are not going away, despite the lack of new IS grade bands in the law The proposal deadline for submissions this fall is October 15. ECIS is an existing license – ODE Office of Licensure is aware of and is working to address the absence of the ECIS license from the list Education Preparation Programs need to consider the following: Fall 2019 (or sooner if you choose), Communication to students that they must apply for the p-3 license upon completion of the program. If they do not, there are no guarantees that they will be granted the license if they return after 2024.  There may be an influx of current p-3 teachers seeking the 4/5 endorsement. Therefore the endorsement will not be phased out until demand has dropped off. There will need to be a review of the newly released CAEP Elementary Standards for program alignment. Focus group forming to review the CAEP standards with Preschool needs

4 HB 318: Educator Preparation Programs
Sec (A) The standards for the preparation of teachers adopted under section of the Revised Code shall require each institution that provides a teacher preparation program to include a semester course, or the equivalent, for all students pursuing a license to teach in any of grades pre-kindergarten through five that includes on all of the following*: * copied from page 21 of section

5 HB 318 Required components
(1) Positive behavior intervention and supports and social-emotional development; (2) Classroom systems for establishing the foundation for positive behavior, such as supervision, acknowledgment, prompts, and precorrection; (3) Classroom systems for responding to unwanted behavior, including error correction and other strategies; (4) Classroom data collection systems; (5) Effective instructional strategies and how to implement them with fidelity; (6) Matching curriculum to student needs and data; (7) The impact of trauma, toxic stress, and other environmental variables on learning behavior.

6 Do schools have a clear understanding of how zero tolerance policies should be revised per (A)? 8 How will schools define and implement in-school suspensions in “supervised learning environments”?

9 HB 318 Early Childhood and Early Childhood Intervention Specialist programs are to include instruction on PBIS, social-emotional development, classroom systems for collecting data, responding to unwanted behavior, impact of trauma, etc. Program review Spring 2020 forward will be required to report on where the legislated requirements are covered. Note: schools are required to provide PD or CE to catch up current teachers by Fall IHEs your partnering districts may be asking for your assistance

10 HB 318 Timeline Programs will be expected to begin including this content, if they do not already, beginning fall The program review form (beginning fall 2019) will request evidence of this content

ODHE surveying all EPPs asking for input on current (already existing) instruction on the HB 318 components. October 1st Submission deadline October 8-12 Analyze the results Sharing of composition Website showcase of resources, Modules, activities etc., that IHEs are willing to share on ODHE website
