2 Child Poverty (Scotland) Act 2017
Provisions of Child Poverty (Scotland) Act 2017 To set out a clear agenda for tackling, reporting on and measuring child poverty, the Act: Sets out four statutory income targets, to be met in the financial year beginning 1 April 2030. Sets out four interim income targets, to be met in the financial year beginning 1 April 2023. Places a duty on Scottish Ministers to publish child poverty delivery plans in 2018, 2022, and 2026, and to report on those plans annually. Places a duty on local authorities and health boards to report annually on activity they are taking, and will take, to reduce child poverty. Sets out that a statutory Poverty and Inequality Commission will be established from 1 July 2019, with functions related to the child poverty reduction targets.

3 Child Poverty (Scotland) Act 2017
Section 10(1) of the Act requires that: A local authority and each relevant Health Board must, as soon as reasonably practicable after the end of each reporting year, jointly prepare and publish a report (a “local child poverty action report”).

4 National Targets Statutory Income Targets
The Act sets out four statutory, income-based targets (all after housing costs), to be achieved by 2030: Less than 10% of children are in relative poverty Less than 5% of children are in absolute poverty Less than 5% of children are in combined low income and material deprivation Less than 5% of children are in persistent poverty

5 National Targets Interim Targets To be met in the financial year beginning on 1 April 2023 – which is the halfway point Less than 18% of children are in relative poverty Less than 14% of children are in absolute poverty Less than 8% of children are in combined low income and material deprivation Less than 8% of children are in persistent poverty Trends and projections for the four target measures In 2016/17 an estimated 23% of children were in relative poverty In 2016/17 an estimated 20% of children were in absolute poverty In 2016/17 an estimated 11% of children were in combined low income and material deprivation In (2012 to) 2016 an estimated 10% of children were in persistent poverty North Ayrshire – 29.26% of Children in Poverty in 2018

Step 1 - Identify your local partners Step 2 – Identify and assess child poverty in the local area Step 3 – Identify and assess existing action and existing plans that seeks to reduce or mitigate child poverty in the local area Step 4 – Identify new action to reduce child poverty or expansions or modifications to existing action to increase impact Step 5 – Identify and share ‘What is Working’ and ‘Lessons Learned’

Measures taken in the previous reporting year and any planned measures Sensible, relevant and practical in their local areas Specific reference to support for pregnant women and families with children on information, advice and assistance about eligibility for financial support assistance to apply for financial support. Specific focus on families whose income is adversely affected because of one or more protected characteristics: age; disability; gender reassignment; marriage and civil partnership; pregnancy and maternity; race; religion or belief; sex; sexual orientation.

Priority Groups in Child Poverty Delivery Plan Lone parents Families where a member of the household is disabled Families with 3 or more children Minority ethnic families Families where the youngest child is under 1 Mothers aged under 25 Given the links between ACEs and poverty, local partners may find it helpful to set out how the activity in their Local Action Reports will support children and families whose lives are impacted by ACEs.
