LID Requirements and Implementation in SoCal
Required in all MS4 Permits Priority emphasis on infiltration/retention Implementation Manuals required and developed Many projects approved with LID features Prop 84 funded numerous LID implementation projects However, actual performance 0f LID features is not well-verified Flow reductions Pollutant reductions Long-term maintenance, BMP life cycles Design details not widely evaluated or ground-truthed

Define LID for Southern California Compile literature review and perform gap analysis Conduct pre and post manual training Develop the LID Manual Monitor to evaluate LID BMP effectiveness Feedback and update the manual based on monitoring findings LID Manual was completed and is now part of the CASQA LID Portal—now undergoing significant upgrade with Prop 84 funds Scope items completed in

Monitor to Evaluate LID BMP Effectiveness
Field monitoring data from sites in southern California are needed to evaluate whether existing design and performance guidance are appropriate for development project acceptance by local jurisdictions Monitoring results will be evaluated and used to revise the guidance manual as appropriate

Monitoring is Part of Performance/Effectiveness Assessment
Includes Several Component Strategies Basic field performance evaluation on existing LID structures Compiling existing LID performance data/databases and providing in map format Linking LID monitoring results with available data on adjacent receiving streams Where available, collecting more intensive, process variable data at selected LID facilities to support future modeling (modeling is beyond original scope)

Recommendation Review and revise the LID effectiveness monitoring program to incorporate new information and strategies, and to initiate the feedback and update process for the LID Manual Review monitoring objectives and revise as needed Evaluate original Monitoring Goals (2006) Evaluate original management questions (2006) Revise the monitoring goals and objectives to suit current project needs Review MP and incorporate ongoing and new sites Develop comprehensive evaluation approach Develop and report recommendations to the SMC for revised LID effectiveness monitoring/ performance assessment and Manual update

Proposed SMC Actions Authorize $20K to conduct the re-scoping tasks
Develop workplan and schedule -target revised scope to be available by next SMC meeting Develop RFP to conduct the monitoring and effectiveness assessment under SMC direction Authorize $125K to conduct effectiveness assessment; 18—24 month project RCFC&WCD site partnership Work with UCCE, City of LA, Scripps, others Partner with CASQA to revise/update the LID Manual Reserve $50K for this effort
