1 Topsham Coastal Flood Defence Scheme – Flood cell around the Recreational Ground.
Consultants have been undertaking various surveys within the vicinity to establish the probable constraints which will need to be factored into any proposal.
These include, environmental studies as the site is within the a triple SI, and the recreation ground is known to be a historical  contaminated site, hence a geotechnical / contamination desk top study has been undertaken.
Further surveys with regards to Heritage & Archaeology, Arboricultural, UXO Desk Study, Asset survey of the existing defences, & a topographical survey have also been undertaken with a view to producing a draft report of the possible options ready for public consultation  by the end of March 2107.
The report will prepare a Baseline Environmental report which will identify the overtopping rates and levels of protection that can be delivered, and the baseline FRISM calculations & Damages Assessment.
Public consultation is planned for early June 2017 and hopefully a preferred option will be forthcoming, and a  draft PAR produced, subject to suitable stakeholder funding being identified. DCC’s LLFA have indicated a £20k scheme contribution.

The Exe Estuary Flood Risk Management Strategy identified that new intertidal habitat (lower saltmarsh and mudflat) would need to be created to compensate for the habitat lost due to coastal squeeze (the loss of existing habitat in front of defences resulting from rising sea levels that drown out the existing foreshore habitat).  The Environment Agency started a Habitat Delivery project to create the new habitat required.  Various sites in the Exe Estuary have been investigated, but none can be progressed.  We have therefore moved our attention to the Lower Otter, near Budleigh Salterton.  We are working in partnership with the land owner, Clinton Devon Estates, which aspires to manage their land in a sustainable way in the face of climate change.  We have engaged engineering and environmental consultants CH2M Hill to consider options for the site and see if there is a viable habitat creation project that can be promoted there.  Surveys of the land and physical features have already taken place and ground investigations (digging trial pits and drilling boreholes) will take place later in the spring.  We hope to consult the public on potential options in the summer of 2017.
