If the voltage is high enough the air molecules will ionise and a spark discharge occurs. - Ionisation is the ability to remove electrons from atoms leaving a trail of positive ions.

Electrons are transferred from the pipe to the fuel by friction. A high voltage could cause an explosion so: * Fuel tank is earthed with a copper conductor * fuel tank and plane are connected
