1/16/2019 IEEE Article Count Shows Value Placed on High Quality Publications In 2011 articles began to decline due to the quality control initiative In addition, there are fewer articles be produced via conferences on average. Journal articles > twice the 17,400 in 2003 Conference articles ~twice the 87,300 in 2003 In 2011, the publishing of conference articles declined resulting from the IEEE initiative to heighten quality control for those articles published in IEEE Xplore. Book & Information Services
IEEE eXpress Conference Publishing: provides IEEE conferences with end-to-end conference proceedings publishing services including: setting up and maintaining author instructional web sites, online article and eCopyright collection, conversion of source documents to Xplore-compliant PDF files, creation of print, CD-ROM, or DVD-ROM, USB and secure online versions of conference proceedings, and delivery of the proceedings to the conference location and to IEEE Xplore. Publishing Services: includes both the Information Center (Corporate Library) and the Office of Intellectual Property Rights. Following are their functions: Intellectual Property Rights Office protects IEEE’s intellectual property, one of the most valuable assets of the IEEE, through the following activities: Insures proper transfer of copyright from the author to the IEEE Works with inside legal counsel on interpretation and application of intellectual property law Works with Publishing Technology staff to develop and implement electronic IPR tools for the benefit of IEEE authors and volunteers Advises senior volunteers on policy, participates in development of digital solutions for copyright compliance, plagiarism detection/prevention, etc. IEEE Press: is IEEE's premier book-publishing unit and has partnered with John Wiley & Sons to co-publish technical books in a joint imprint that now numbers more than 600 active titles. 1/16/2019

Publishing Technology
Publishing Technology develops and operates the technologies and systems necessary for the creation, storage, and delivery of IEEE Publications in both print and electronic form. There are three depts within Publishing Technology: Electronic Delivery: is the administrative department for Publishing Technologies, providing labor costs for software development and quality assurance as well as management and support services for the complete department. Content Engineering: creates and manages the technologies used for the acquisition and development of IEEE Intellectual property. including the online peer review system, the Arbortext editing and typesetting system, the on line conference publishing efforts, the systems used to index and archive publication content Xplore: is the delivery vehicle/platform for significant revenue-generating IEEE online publications. The budget for this department covers the operational cost of Xplore (software and infrastructure costs) 1/16/2019

Pub Business Admin The office of IEEE Staff Executive, Publications provides the strategic leadership and operational management for the team that produces IEEE's information services and publications. In addition this group provides support for the volunteers of the IEEE Publication Services and Products Board as they develop strategic direction and policies that govern the operations across the organization. 1/16/2019

Publishing Operations
Proceedings: Publisher of IEEE's premier journal, The Proceedings of the IEEE. IEEE Access: Publisher of IEEE's premier OA journal, IEEE Access. Database Production: Business unit responsible for archiving and production management for IEEE’s electronic products and supply of data records to IEEE Xplore including digitizing any periodical or conference not available in electronic form. Authoring Tools: Responsible for facilitating the creation and submission of manuscripts for journals and conferences. Peer Review: Serve as product owner for online peer review implementation for all IEEE journals and magazines. Transactions/Journals: Primary editorial, production and manufacturing services unit for IEEE journals, delivering content in electronic form for IEEE Xplore, as well as in print. Indexing: Manage IEEE's indexing services, responsible for exchange of information with INSPEC, and research all content-related queries from members and customers regarding IEEE’s online products. This unit is also responsible for the maintenance of IEEE’s own thesaurus and deploy new technologies for auto-aided indexing services. Reprints: This department is responsible for administering, tracking and collecting IEEE Voluntary, Overlength page charges and color charges. Magazines/Newsletters: provide design, editorial and production services for Magazines and production services for Newsletters. In addition, manage print and distribution contracts for these titles.

IEEE Media, Spectrum and The Institute
IEEE Media serves as a central consulting, advisory, marketing and sales service resource for all IEEE business units having print and electronic media products that accept advertising. IEEE Spectrum magazine is the flagship publication of the IEEE, the world's largest professional technology association. It is a monthly magazine for technology innovators, business leaders, and the intellectually curious. Spectrum explores future technology trends and the impact of those trends on society and business. IEEE Spectrum is read by over 385,000 technology professionals and senior executives worldwide in the high technology sectors of industry, government, and academia. The Institute is the member newspaper of the IEEE. Available monthly as a Web publication, it is mailed quarterly to all members of IEEE. IEEE Package Products are now in the IEEE Marketing Budget. **2013 budget 2014 budget includes “IEEE Access”, IEEE’s new Open Access Journal (($711k) net in 2013B, ($638.2k) in 2014 target, ($624.2k) in 2014 first pass) is the first year IEEE Access is in the Pubs budget, resulting in a loss to the bottom line. (First and second year IEEE Access is budgeted to have a negative net)

2012 Marks the 9th Consecutive Year Production Rates are Reduced
In recent years actual costs were lower due to increased page volume which allowed “economies of scale” to reduce the fully edited page rates. This created rebates for our Society/ Council customers. 8.4% Decrease in rate over last 5 years

IEEE Enjoys Significant Savings in Printing Contracts
Not shown in the Pubs budget but managed by Pubs staff for the benefit of one IEEE. Our printing contract for journals was just renegotiated for another 16.8% decrease over the next three years. Printing contract costs for the last three years: Transactions/Journals: 10% reduction in 2011 3% increase in 2012B No increase in 2013B Magazines (Including Spectrum): 34% decrease in 2011 27% decrease in 2012B 1.5% increase in 2013B
